The special meeting of the City Council was called to order by Mayor Heinrich at 4:00 P.M.
The Pledge of Allegiance to the flag was recited.
Roll Call showed the following members present: Council Members Heinrich, Kamlitz, Phillips, Steele, City
Attorney Ryan, and City Administrator Hellekson. Council Member Schloegel was seated at 4:12 P.M.
Mayor Heinrich announced the Emergency Declaration in response to the Severe Storm on June 20 and 21,
2025.
Council Member Kamlitz moved a resolution to approve the request from Blazer Inc., d.b.a. Shady’s, to
change its liquor license from a Class B On Sale license to a Class B On-Off Sale liquor license at 111 2nd St
NE, for the period ending June 30, 2026. Seconded by Council Member Phillips. Roll Call No. 1: 4 ayes, 0
nays, 1 absent. Carried.
Council Member Steele moved a resolution to approve the request from Buffalo Grill, LLC., to change its
liquor license from a Class C On-Off Sale license to a Class D On Sale liquor license at 103 1st Ave S, for the
period ending June 30, 2026. Seconded by Council Member Kamlitz. Roll Call No. 2: 4 ayes, 0 nays, 1
absent. Carried.
Council Member Schloegel seated himself at 4:12 P.M.
Council Member Steele moved a resolution to approve the City Council change the City insurance carrier for
basic life and accidental death and dismemberment and long-term disability insurance from Lincoln to
Equitable and approve the plans as presented, and change from Health Equity to WEX for the administration
of the flex spending accounts, dependent care accounts, health savings accounts, and COBRA, and authorize
the City Administrator to sign any required documents. Seconded by Council Member Phillips. Natasha
Harr, Bell Bank Employee Benefits Advisor, presented information. Roll Call No. 3: 5 ayes, 0 nays, 0 absent.
Carried.
Council Member Kamlitz moved a resolution to approve the City Council change the City health insurance
carrier from Blue Cross Blue Shield North Dakota to Sanford Health Plan, and establish the monthly premium
rates and the City health savings account contributions for the City of Jamestown Employee Group Health
Insurance Plan for the health insurance fiscal year September 1, 2025, to August 31, 2026, as shown below,
and authorize the City Administrator to sign any required documents.

Council Member Steele moved a resolution to approve the City Council change the City dental insurance
carrier from Blue Cross Blue Shield North Dakota to Equitable and establish the monthly premium rates
for dental insurance for employees for the insurance fiscal year September 1, 2025, to August 31, 2026, as
shown below, and authorize the City Administrator to sign any required documents.

authorize the City Administrator to sign any required documents.
