Present: Buchanan, Kamlitz, Steele, Heinrich, Ryan, Hellekson, Blackmore, Dillman, Dixon, Edinger, Lipetzky,
Michel, O’Neill, Reuther, Rowell, Stroh, and Sveum. Absent: Schloegel.
POLICE & FIRE COMMITTEE
Mayor Heinrich convened the meeting at 4:00 p.m.
City Engineer Dillman provided an update on the Southside Fire Station Roof Improvements.
City Attorney Ryan and Fire Chief Reuther discussed the potential need for a burn restriction ordinance.
Buchanan seated himself.
Chair Buchanan adjourned the meeting at 4:03 p.m.
PUBLIC WORKS COMMITTEE
Chair Steele convened the meeting at 4:03 p.m.
Public Works Director Michel proposed some changes to the current street closure application and policy.
Buchanan moved to table this matter for further study. Seconded by Heinrich. Unanimous aye vote.
Carried.
Heinrich moved to recommend the City Council approve to advertise for bids for the sale of a 2000 Sterling
Leach Packer Body and a 2010 Rear-Load Freightliner. Seconded by Kamlitz. Public Works Director
Michel provided information. Unanimous aye vote. Carried.
Heinrich moved to direct the City Administrator, Public Works Director, and City Attorney to meet with Mr.
Friebel, Recycling Center of North Dakota, LLC, regarding the contract and any changes that might be made
and report to the committee. Seconded by Kamlitz. Unanimous aye vote. Carried.
Kamlitz moved to recommend the City Council approve introducing the first reading of the Pretreatment
Ordinance. Seconded by Heinrich. Public Works Director Michel, City Attorney Ryan, and City Engineer
Dillman provided information. Unanimous aye vote. Carried.
Heinrich moved to recommend the City Council approve the advertisement for bids for the purchase of One
(1) Front End Loader for the Solid Waste Department. Seconded by Kamlitz. Unanimous aye vote. Carried.
Heinrich moved to forward, without recommendation, to the City Council meeting June 3, 2024, the bids for
the Public Works Department Excavator. Seconded by Kamlitz. City Attorney Ryan provided information.
Unanimous aye vote. Carried.
Heinrich moved to forward, without recommendation, to the City Council meeting June 3, 2024, the quotes
for the trailer to haul the excavator. Seconded by Kamlitz. Public Works Director Michel provided
information. Unanimous aye vote. Carried.
INFORMATIONAL: May 30, 2024, bid opening for McElroy Park Force Main Relocation project # 24-72.
City Engineer Dillman reviewed the project updates.
Sanitation Foreman O’Neill provided a department update and shared City Wide Cleanup results.
Chair Steele adjourned the meeting at 4:57 p.m.

FINANCE & LEGAL COMMITTEE
1) To consider recommending approval of the Special Use Permit for a Compassion Center Dispensary as
required under City Code Appendix C, Sec. 12, from July 1, 2024 to June 30, 2025.
2) To consider the request to allow chickens and ducks to be kept within city limits at 1120 8th St NW.
3) To consider the request from the Jametown/Stutsman Development Corporation (JSDC) to approve the
JSDC 2025 Budget.
4) To consider recommending approval of the Joint Powers Agreement between Jamestown Parks and
Recreation District and the City of Jamestown for the relocation of a sanitary sewer force main and
authorize the Mayor and City Administrator to sign the agreement.
5) To discuss the City’s Auctioneer’s license and Jamestown City Code Chapter 7.
6) To discuss status of a contractor’s 2024 license.
7) To consider recommending approval of the request from Eventide to enter into an Emergency Facility
Use and Reunification Site Agreement with the City of Jamestown and authorize the Mayor and City
Administrator to sign the Agreement.
8) To consider recommending approval of the request from SMP Health - Ave Maria to enter into an
Emergency Facility Use and Reunification Site Agreement with the City of Jamestown and authorize the
Mayor and City Administrator to sign the Agreement.
9) To consider recommending approval of the Preliminary Engineering Reimbursement Agreement with
the NDDOT on Jamestown US 52 (structure over the James River) Project No. NHU-2-052(048)264
PCN 23162, NDDOT Contract # 38240468, and authorizing the City Auditor, City Attorney and Mayor
to sign the agreement and the NDDOT authorization.
10) To consider recommending approval of the Joint Powers Agreement between Stutsman County and
the City of Jamestown for the Law Enforcement Center and authorize the Mayor and City
Administrator to sign the agreement.
11) To discuss a policy to allow tax exemptions for building improvements within the city limits as
provided in the North Dakota Century Code [N.D.C.C.].
12) To discuss the City policy related to N.D.C.C. Sec. 40-57 site preparation prior to approval of tax
exemption.
13) To discuss the tax exemption for child care facilities and city policy.
BUILDING, PLANNING & ZONING COMMITTEE
1) To consider recommending approval of the Vollmuth Special Use Permit-Lots 5 & 6 of Lubeck’s First
Addition, Jamestown, Stutsman County, North Dakota property is located at 1512 Business Loop East,
Jamestown, North Dakota.
2) INFORMATIONAL: A public hearing and second reading of Ordinance No. 1577, introduced by
Council Member Buchanan, to amend and re-enact Ordinance No. 1556 of the City Code by amending
the District Map to change the zoning of Lots 7 & 8 of Lubeck’s First Addition, City of Jamestown,
Stutsman County, North Dakota from C-1 (Local Commercial District) to C-2 (General Commercial
District), is scheduled for the June 3, 2024, city council meeting. The property is located at 1516
Business Loop E, Jamestown, North Dakota.
3) INFORMATIONAL: A public hearing and second reading of Ordinance No. 1578, introduced by
Council Member Kamlitz, to amend and re-enact Ordinance No. 1556 of the City Code by amending the
District Map to change the zoning of Block 1, Lots 1-8 of Ratunil Acres, City of Jamestown, North
Dakota from R-1-A (One Family Residential and Duplex or Two-Family Residential District) to C-2
(General Commercial District), is scheduled for the June 3, 2024, city council meeting. This property
does not currently have a street address.

1) Update on the Frontier Village upcoming season.
2) To consider the quotes for the sound system replacement.
