Finance & Legal Committee Building, Planning & Zoning Committee Civic Center & Promotion Committee July 23, 2024, Minutes Present: Heinrich, Kamlitz, Schloegel, Steele, Ryan, Hellekson, Blackmore, Edinger, Fosse, Laber, Michel, Reuther, Rowell, Stroh, and Sveum. Absent: Toso. FINANCE & LEGAL COMMITTEE Chair Heinrich convened the meeting at 4:00 p.m. Council Member Schloegel seated himself at 4:03 p.m. Duane Dekrey, General Manager of the Garrison Diversion Conservancy, Steve Burian, CEO of Burian Associates and Shawn Gaddie, Engineer from AE2S, presented on the Red River Valley Water Supply Project. Schloegel moved to forward, without recommendation, to the City Council meeting August 5, 2024, to participation in the Red River Valley Water Supply Project. Seconded by Steele. Unanimous aye vote. Carried. Steele moved to recommend the City Council approve the request from Jamestown/Stutsman County Development (JSDC) for funding for Pingree Transload, LLC in the amount up to $214,286 with a split of 80 county/20 city. The city share is $42,857.20 and the county share is $171,428.80. Alyssa Looysen, Director of Business Development, from JSDC provided information. Seconded by Kamlitz. Unanimous aye vote. Carried. Kamlitz moved to recommend the City Council approve a three-year renewal of the radio license agreement with American Family Association Inc. and direct the city attorney to draft the agreement. Seconded by Steele. Unanimous aye vote. Carried. Schloegel moved to recommend the City Council approve the 2024 abatement application for a property located at 901 6th Ave SE, 58401. Seconded by Steele. City Assessor Stroh provided information. Unanimous aye vote. Carried. Kamlitz moved to recommend the City Council approve the Preliminary Engineering Reimbursement Agreement with the NDDOT on Jamestown ND 20 (US 52 to 12th Ave NE) Project No. NHU-2-020(028)000 PCN 24232, NDDOT Contract # 38240913, and authorize the City Auditor, City Attorney and Mayor to sign the agreement and the NDDOT authorization. Seconded by Schloegel. Unanimous aye vote. Carried. Kamlitz moved to recommend the City Council approve the request from Jamestown Country Club-Elks 995 for a permit to conduct an outdoor dance on Friday, July 26, 2024, in the Elks Club Parking Lot. Seconded by Schloegel. Unanimous aye vote. Carried. Steele moved to recommend the City Council approve the North Dakota Forest Service 2024 Spring Tree Equity (IRA) Subaward agreement and authorize the City Administrator to sign the agreement. Seconded by Schloegel. City Forester Laber provided information. Unanimous aye vote. Carried. Discussion regarding the 2025 preliminary budget was held with Deputy Auditor Sveum and City Assessor Stroh providing information. No action was taken. INFORMATIONAL: A public hearing and second reading of Ordinance No. 1581, introduced by Council Member Kamlitz, to amend Section 15-3.1-15-3.4 Article I of Chapter 15 of the City of Jamestown Municipal Code will be held at the August 5, 2024, City Council meeting. INFORMATIONAL: The appointment applications for the Planning Commission Committees will be considered at the August 5, 2024, City Council meeting. Chair Heinrich adjourned the meeting at 5:25 p.m. BUILDING, PLANNING & ZONING COMMITTEE Mayor Heinrich convened the meeting at 5:25 p.m. Kamlitz moved to recommend the City Council approve waiving the requirement of a public hearing as allowed by City of Jamestown Municipal Code Chapter 9 Article 3, Section 9-24 to allow a garage to be moved from 3489 85th Ave SE Jamestown, North Dakota to 1601 13th St SE. Jamestown, North Dakota and approve the issuance of a moving permit. Seconded by Steele. Building Inspector Blackmore provided information. Unanimous aye vote. Carried. Mayor Heinrich adjourned the meeting at 5:30 p.m. CIVIC CENTER AND PROMOTION COMMITTEE Chair Schloegel convened and adjourned the meeting at 5:30 p.m. as there were no items for discussion.
