City Council Regular Meeting Minutes January 06, 2025 at 5:00 PM Jefferson City Municipal Building 1. Call to Order Opening Prayer Pledge of Allegiance Mayor Cain called the meeting to order at 5:00pm. 2. Roll Call PRESENT Mayor Mitch Cain Vice Mayor Kevin Bunch Councilwoman Ailene Combs Councilman Rocky Melton Councilwoman Sheala Purkey Also present were James Gallup, City Manager; Robert Burts, City Attorney; and Bettina Chandler, City Recorder. 3. Approval of Minutes from Previous Meetings Motion made by Councilman Melton, Seconded by Vice Mayor Bunch. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey a. Minutes of Regular Meeting December 2, 2024 b. Minutes of Beer Board Meeting December 17, 2024 4. Citizen Comments (Citizens should state their name, address, and limit comments to five minutes.) There were no comments from the audience. 5. Public Hearing (Citizens should state their name and address) a. Public Hearing on Request for Rezoning One Parcel at 1713 Russell Avenue There were no comments from the audience. 6. Communications from the Mayor Mayor Cain announced the preliminary budget calendar for FY 2025-26 is in the council's packets and the sales tax revenue for November is up 8.3%. Former mayor Alan Palmieri recently passed away. Mayor Cain took a moment to recognize the commitment Mr. Palmieri made to Jefferson City with a moment of remembrance. a. Proclamation Declaring January 2025 as "Human Trafficking Prevention Month" Mayor Cain read the proclamation. 7. Reports from Committees, Council Members, and other Officers a. Building/Codes/Planning Department Monthly Report. Consider a report from Jeff Houston, Building Inspector, concerning a summary of the department's activity for December 2024. b. Fire Department Monthly Report. Consider a report from Lee Turner, Fire Chief, concerning a summary of the department's activity for December 2024. c. Parks and Recreation Monthly Report. Consider a report from Kevin Bolden, Parks & Recreation Director, concerning a summary of the department's activity of December 2024. d. Police Department/City Court Monthly Report. Consider a report from Andy Dossett, Police Chief, concerning a summary of the department's activity for December 2024. e. Public Works Monthly Report. Consider a report from Porter Massengill, Public Works Director, concerning a summary of the department's activity for December 2024. f. City Manager Monthly Report. Consider a report from James Gallup, City Manager, concerning a summary of his activity for December 2024. City Manager Gallup announced that the LAMPTO Executive Board will meeting at Jefferson City Hall on January 8th; the public hearing for the close-out of the 2021 CDBG Sewer Rehab project is January 10th; the rescheduled bid opening for Fire Station 2 is January 19th and the administrative offices will be closed in observance of MLK Jr. Day. The city's independent auditors will present the FY 2023-24 audit at the work session on January 21st. 8. Appointments a. Appoint Betty Churchman and Bryan Miller to the Adjustment & Appeals Board. Motion made by Vice Mayor Bunch, Seconded by Councilman Melton. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey b. Appoint Carolyn Blevins and Elizabeth Moser to the Beautification Committee. Motion made by Councilwoman Purkey, Seconded by Councilwoman Combs. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey c. Industrial Development Board has one vacancy. City Council appoints members to a six-year term. One application on file - Mindy Williams. Councilwoman Purkey, Seconded by Councilwoman Combs. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey 9. Acceptance of Bids/Professional Services/Leases/Grants a. Approve purchase of 200 HP VFD (Variable Frequency Drive) for Water Plant Motion made by Vice Mayor Bunch, Seconded by Councilman Melton. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey b. Approve purchase of CPR Compression System with grant funds Motion made by Councilwoman Purkey, Seconded by Councilwoman Combs. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey 10. Old Business a. Approve Ordinance 2024-19 Amending the Zoning Map of Jefferson City by Rezoning One Parcel at 1713 Russell Avenue on Second Reading Motion made by Councilwoman Combs, Seconded by Vice Mayor Bunch. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey 11. New Business a. Approve Ordinance 2025-01 Amending the Operating Budget for the Fiscal Year 2024- 25 on First Reading. Motion made by Councilwoman Combs, Seconded by Councilman Melton. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey b. Approve Resolution 2025-01 Authorizing the Submission of a 2025 Community Development Block Grant Motion made by Vice Mayor Bunch, Seconded by Councilman Melton. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey c. Approve Resolution 2025-02 Declaring Certain Property as Surplus Property Motion made by Councilman Melton, Seconded by Vice Mayor Bunch. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey d. Approve Resolution 2025-03 Authorizing the Application for the 2025 Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant Motion made by Councilwoman Combs, Seconded by Councilwoman Purkey.
