City Council Regular Meeting Minutes March 03, 2025 at 5:00 PM Jefferson City Municipal Building 1. Call to Order Opening Prayer Pledge of Allegiance Mayor Cain called the meeting to order at 5:00pm. 2. Roll Call PRESENT: Mayor Mitch Cain Vice Mayor Kevin Bunch Councilwoman Ailene Combs Councilman Rocky Melton Councilwoman Sheala Purkey Also present were James Gallup, City Manager; Robert Burts, City Attorney; and Bettina Chandler, City Recorder. 3. Approval of Minutes from Previous Meetings a. Minutes of February 3, 2025, Meeting Motion made by Councilman Melton, Seconded by Councilwoman Combs to approve the minutes. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey 4. Citizen Comments (Citizens should state their name, address, and limit comments to five minutes.) There were no comments from the audience. 5. Communications from the Mayor Mayor Cain reminded Councilmembers that the annual evaluations for the City Manager are due by March 18th work session. The State has received the City's FY2023-24 Audit and it has been accepted and made public.  The January 2025 Local Sales Tax Report is included in the council packets. Mayor thanked Allen Gillespie, IT Director, for the successful completion of the 2025 Cypersecurity Grant. 6. Reports from Committees, Council Members, and other Officers a. Fire Department Monthly Report. Consider a report from Lee Turner, Fire Chief, concerning a summary of the department's activity for February 2025. b. Parks and Recreation Monthly Report. Consider a report from Kevin Bolden, Parks & Recreation Director, concerning a summary of the department's activity of February 2025. c. Police Department/City Court Monthly Report. Consider a report from Andy Dossett, Police Chief, concerning a summary of the department's activity for February 2025. d. Public Works Monthly Report. Consider a report from Porter Massengill, Public Works Director, concerning a summary of the department's activity for January 2025. e. City Manager Monthly Report. Consider a report from James Gallup, City Manager, concerning a summary of his activity for February 2025. Mr. Gallup announced the groundbreaking ceremony for Anderson-Dubose is March 6 at 9:00am. 7. Appointments There were no appointments to be made. 8. Acceptance of Bids/Professional Services/Leases/Grants a. Approve purchase of replacement police vehicle Motion made by Vice Mayor Bunch, Seconded by Councilman Melton to purchase the replacement police vehicle. The insurance settlement amount is not known at this time. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey b. Approve proposals from McGill Associates for Site and Easement Surveys for TDEC ARPA SWIG Project Motion made by Councilwoman Combs, Seconded by Councilwoman Purkey to authorize the surveys to be completed. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey c. Approve paving of basketball court at Roy Harmon Park Motion made by Councilwoman Purkey, Seconded by Councilwoman Combs to authorize the paving of the basketball court by Epling Asphalt at a cost of $17,182.50. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey 9. Old Business 10. New Business a. Approve Resolution 2025-04 Declaring Certain Police Vehicles as Surplus Property and Authorizing the Sale of such Vehicles Motion made by Councilman Melton, Seconded by Vice Mayor Bunch to approve Resolution 2025-04. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey b. Approve Resolution 2025-05 Authorizing a study on TCRS Hazardous Duty Supplemental Retirement Benefit Motion made by Councilwoman Combs, Seconded by Councilman Melton to approve Resolution 2025-05. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey c. Approve Resolution 2025-06 Authorizing the Issuance of not to exceed Seven Million Three Hundred Thousand and no/100 Dollars ($7,300,000) General Obligation Bonds of the City of Jefferson City, Tennessee Motion made by Councilwoman Purkey, Seconded by Councilwoman Combs to approve Resolution 2025-06. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey d. Approve Resolution 2025-07 Authorizing the Issuance of General Obligation Bonds of the City of Jefferson City, Tennessee in the Aggregate Principal Amount of not to exceed $7,300,000 in one more series; Making Provisions for the Issuance, Sale and Payment of said Bonds; establishing the Terms thereof and the Disposition of Proceeds therefrom; and Providing for the Levy of Taxes for the Payment of Principal of, premium, if any, and interest on the Bonds. Motion made by Councilwoman Combs, Seconded by Councilwoman Purkey to approve Resolution 2025-07. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey e. Approve Resolution 2025-08 Authorizing the City of Jefferson City to Participate in the Public Entity Partners' Property Conservation Matching Grant Program for WWTP Gate Openers Motion made by Vice Mayor Bunch, Seconded by Councilman Melton to approve Resolution 2025-08. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey f. Approve Resolution 2025-09 Authorizing the Community Fundraising for the Installation, Operation, and Maintenance of a Safe Haven Baby Box at the Jefferson City Fire Station Motion made by Councilwoman Combs, Seconded by Councilwoman Purkey to approve Resolution 2025-09.  Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilwoman Purkey Voting Nay: Councilman Melton 11.
