1. Call to Order

The meeting was called to order at 5:00pm.
2. Roll Call

Councilwoman Sheala Purkey
Also present were James Gallup, City Manager; Robert Burts, City Attorney; and Bettina
Chandler, City Recorder.
3. Approval of Minutes from Previous Meetings
a. Minutes from October 6, 2025 Meeting
Motion made by Councilman Melton, Seconded by Councilwoman Combs to approve
the minutes as written.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
4. Citizen Comments (Citizens should state their name, address, and limit comments to five
minutes.)
There were no comments from members of the audience.
5. Communications from the Mayor
Mayor Cain commented that tax revenue was down slightly from the projected revenue.
a. Proclamation for Charles Hodge Day
Mayor Cain presented Mr. Hodge a proclamation expressing the City's appreciation for
his dedication of working 45 years for the City.
6. Reports from Committees, Council Members, and other Officers
a. Building/Codes/Planning Department Monthly Report. Receive a report from Jeff
Houston, Building Inspector, concerning a summary of the department's activity for
October 2025.
b. Fire Department Monthly Report. Receive a report from Lee Turner, Fire Chief,
concerning a summary of the department's activity for October 2025.
c. Parks and Recreation Monthly Report. Receive a report from Kevin Bolden, Parks &
Recreation Director, concerning a summary of the department's activity of October
2025.
d. Police Department/City Court Monthly Report. Receive a report from Andy Dossett,
Police Chief, concerning a summary of the department's activity for October 2025.
e. Public Works Monthly Report. Receive a report from Porter Massengill, Public Works
Director, concerning a summary of the department's activity for October 2025.
f. City Manager Monthly Report. Receive a report from James Gallup, City Manager,
concerning a summary of his activity for October 2025.
Mr. Gallup said that he and Mayor Cain would be attending Gov Com in Nashville for
the next two days. The ceremony to receive the recreation grant would be held on
Thursday. There will be a Veterans' Day Lunch on the 11th at the Fire Station. The
Tree Lighting will be on Saturday, November 29th. The Christmas Market and Parade
will be held on December 13th.
7. Appointments
There are no appointments to be considered.
8. Acceptance of Bids/Professional Services/Leases/Grants
a. Authorize Replacement of the Bleach Tanks with Installation at the Water Plant
Motion made by Vice Mayor Bunch, Seconded by Councilwoman Purkey to authorize
the purchase as requested.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
b. Authorize the Repairs of the Fire Sprinkler System at Jefferson City Community Center
Motion made by Councilwoman Purkey, Seconded by Councilwoman Combs to
authorize the repairs as requested.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey

a. Approve Resolution 2025-27 Amending Application Fees for the Jefferson City
Regional Planning Commission and the Board of Zoning Appeals
Motion made by Councilman Melton, Seconded by Councilwoman Combs to approve
Resolution 2025-27.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
b. Approve Resolution 2025-28 Naming the Indoor Walking Track at the Jefferson City
Community Center after Dr. John W. Zirkle, M.D.
Motion made by Councilman Melton, Seconded by Vice Mayor Bunch to approve
Resolution 2025-28.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
Mayor Cain presented a copy of the resolution to Mrs. Eva Zirkle.
c. Approve Resolution 2025-29 to Authorize City Manager and Staff to explore a
partnership with Springwell Foundation for Nelson-Merry Facility
Motion made by Councilwoman Purkey, Seconded by Councilwoman Combs to
approve Resolution 2025-29.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
