1. Call to Order

The meeting was called to order at 5:03pm by Mayor Cain.
2. Roll Call

Also present were James Gallup, City Manager; Robert Burts, City Attorney; and Bettina
Chandler, City Recorder.
3. Approval of Minutes from Previous Meetings
a. Minutes from November 3, 2025 Meeting
Motion made by Councilman Melton, Seconded by Vice Mayor Bunch to approve the
minutes as presented.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
4. Citizen Comments (Citizens should state their name, address, and limit comments to five
minutes.)
There were no comments.
5. Communications from the Mayor
Mayor Cain said that the Sales Tax Revenue was up 2.8%. He thanked the Recreation
Department for a great job on the Tree Lighting event. Glenmore Mansion will be open for
tours the next two weekends. The Recreation Needs Survey is on-line on the City's
Facebook page and website.
Mayor Cain asked Mr. Gallup to explain the bond rating information. Mr. Gallup said the
City received an AA- from Standard & Poors.
6. Reports from Committees, Council Members, and other Officers
a. Building/Codes/Planning Department Monthly Report. Receive a report from Jeff
Houston, Building Inspector, concerning a summary of the department's activity for
November 2025.
b. Fire Department Monthly Report. Receive a report from Lee Turner, Fire Chief,
concerning a summary of the department's activity for November 2025.
c. Parks and Recreation Monthly Report. Receive a report from Kevin Bolden, Parks &
Recreation Director, concerning a summary of the department's activity of November
2025.
d. Police Department/City Court Monthly Report. Receive a report from Andy Dossett,
Police Chief, concerning a summary of the department's activity for November 2025.
e. Public Works Monthly Report. Receive a report from Porter Massengill, Public Works
Director, concerning a summary of the department's activity for November 2025.
f. City Manager Monthly Report. Receive a report from James Gallup, City Manager,
concerning a summary of his activity for November 2025.
Mr. Gallup said they estimated over 200 people attended the Tree Lighting
Ceremony. He said they had a good turnout for the Veterans' Day luncheon. He
thanked Joe Gibson for donating the flags.
7. Appointments
a. Appoint Councilwoman Ailene Combs as the Council representative to the Parks and
Recreation Committee by Mayoral appointment.
Mayor Cain appointed Councilwoman Combs to the Parks and Recreation Committee.
8. Acceptance of Bids/Professional Services/Leases/Grants
a. Approve purchase of equipment through THSO Grant as requested
Motion made by Vice Mayor Bunch, Seconded by Councilman Melton to purchase the
fire equipment as requested.
Chief Turner added that a community member donated the $1,400 difference
between the grant and the purchase price after the council work session.

Melton, Councilwoman Purkey
b. Approve the proposed Opioid Service Provider Agreement with Jefferson County
Motion made by Councilman Melton, Seconded by Councilwoman Combs to approve
the proposed Agreement.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
9. New Business
a. Approve on First Reading Ordinance 2025-07 Amending the Jefferson City Municipal
Code to Provide that the Utility Shall Not Be Obligated to Make Adjustments of Any
Bills Not Contested Within Sixty (60) Days from the Billing Date
Motion made by Councilman Melton, Seconded by Vice Mayor Bunch to approve
Ordinance 2025-07 on first reading.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
b. Approve on First Reading Ordinance 2025-08 Lowering the Speed Limit Along Cora
Road Within the City Limits of Jefferson City
Motion made by Councilwoman Combs, Seconded by Councilman Melton to approve
Ordinance 2025-08 on first reading.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
c. Approve Resolution 2025-30 Declaring Certain Police Vehicles as Surplus Property and
Authorizing the Sale of Such Vehicles
Motion made by Councilwoman Purkey, Seconded by Councilwoman Combs to
approve Resolution 2025-30.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
d. Approve Resolution 2025-31 Authorizing the City of Jefferson City to Participate in the
Public Entity Partners (PEP) Cyber Security Matching Grant Program
Motion made by Councilwoman Combs, Seconded by Councilwoman Purkey to
approve Resolution 2025-31.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey

Mayor Cain asked if any of the department head had anything to add.
Kevin Bolden, Parks & Recreation Director, said that the new playground equipment has
been delivered. It will be assembled in February.
There being no further business, the meeting was adjourned at 5:19pm.
