Also present were James Gallup, City Manager; Robert Burts, City Attorney; and Bettina
Chandler, City Recorder.
3. Approval of Minutes from Previous Meetings
a. Minutes from December 1, 2025 Meeting
Motion made by Councilman Melton, Seconded by Councilwoman Combs to approve
the minutes as written.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
4. Citizen Comments (Citizens should state their name, address, and limit comments to five
minutes.)
Ms. Kristina Orchekowski of 917 Erica Drive asked the City to review the entry to Greene
Meadows. It is a dangerous intersection to turn left into the neighborhood without a turn
lane.
5. Communications from the Mayor
Mayor Cain said the Chamber of Commerce Annual Dinner will be February 19th. The Sales
Tax Revenue is on budget. The Council has received the debt service information for the
bond for the new fire station and truck. He gave the Council several dates for budget
planning for the 26-27 budget year.
6. Reports from Committees, Council Members, and other Officers
a. Building/Codes/Planning Department Monthly Report. Receive a report from Jeff
Houston, Building Inspector, concerning a summary of the department's activity for
December 2025.
b. Fire Department Monthly Report. Receive a report from Lee Turner, Fire Chief,
concerning a summary of the department's activity for December 2025.
c. Parks and Recreation Monthly Report. Receive a report from Kevin Bolden, Parks &
Recreation Director, concerning a summary of the department's activity of December
2025.
d. Police Department/City Court Monthly Report. Receive a report from Andy Dossett,
Police Chief, concerning a summary of the department's activity for December 2025.
e. Public Works Monthly Report. Receive a report from Porter Massengill, Public Works
Director, concerning a summary of the department's activity for December 2025.
f. City Manager Monthly Report. Receive a report from James Gallup, City Manager,
concerning a summary of his activity for December 2025.
Mr. Gallup said there will be a Public Hearing for our CDBG grant application on
January 7th at 5:30pm. Our garbage provider, Waste Connection, will be charging a
rate increase for garbage and for recycling services.
Mayor Cain asked about the County's ability to accept new items at their
landfill. Public Works Director Porter Massengill said that it is his understanding that
they are still 12 - 18 months away from being permitted.
7. Appointments
a. Appoint Sherman Hannah, Bryan Miller, and Mindy Williams to the P.A.R.A.D.E.
Committee by Council appointment for a two-year term.
Motion made by Councilwoman Purkey, Seconded by Vice Mayor Bunch to reappoint
Mr. Hannah, Mr. Miller and Ms. Williams to the committee.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
b. Appoint Jeff Chitwood to the Regional Planning Commission by Mayoral appointment
for a five-year term.
Motion made by Vice Mayor Bunch, Seconded by Councilman Melton to reappoint Mr.
Chitwood to the Commission.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
c. Appoint Ken Morton to the Adjustment and Appeals Board by Mayoral appointment
with Council confirmation for a three-year term.
Mayor Cain said he also spoke with Mr. Ray Cain and he is willing to be reappointed.
Motion made by Councilman Melton, Seconded by Councilwoman Combs to reappoint
Mr. Morton and Mr. Cain to the Board.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
d. Appoint Angie France and Spencer Gatlin to the Beautification Board and Tree
Committee by Council appointment for a three-year term.
Motion made by Councilman Melton, Seconded by Councilwoman Combs to reappoint
Ms. France and Mr. Gatlin to the Board.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
8. Acceptance of Bids/Professional Services/Leases/Grants
a. Approve Interlocal Agreement between Jefferson County & City for the Mossy Creek
WVA Rehab Project
Motion made by Councilwoman Purkey, Seconded by Councilman Melton to approve
the Agreement..
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
b. Approve Change Orders #4 and #6 for Fire Station #2
Motion made by Councilman Melton, Seconded by Councilwoman Purkey to approve
both Change Orders.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
9. Old Business
a. Approve on Second Reading Ordinance 2025-07 Amending the Jefferson City
Municipal Code to Provide that the Utility Shall Not Be Obligated to Make Adjustments
of Any Bills Not Contested Within Sixty (60) Days from the Billing Date
Motion made by Councilman Melton, Seconded by Councilwoman Combs to approve
Ordinance 2025-07 on second reading.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
b. Approve on Second Reading Ordinance 2025-08 Lowering the Speed Limit Along Cora
Road Within the City Limits of Jefferson City
Motion made by Councilwoman Combs, Seconded by Councilman Melton to approve
Ordinance 2025-08 on second reading.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
10. New Business
a. Approve on First Reading Ordinance 2026-01 An Ordinance Amending the Operating
Budget for the FY 2025-26
Motion made by Councilwoman Combs, Seconded by Councilwoman Purkey to
approve on first reading Ordinance 2026-01.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
b. Approve Resolution 2026-01 Authorizing the City Manager and Staff to Explore a
partnership with Carson-Newman University's Office of Intercollegiate Recreational
Sports for the Establishment of an Archery Facility on Public Property
Motion made by Councilwoman Purkey, Seconded by Councilman Melton to approve
Resolution 2026-01.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman
Melton, Councilwoman Purkey
