COUNCIL MEETING JUNE 25, 2024 5:30 P.M. PRESENT: Ahrenholtz, Jackson, Sloan, Wetrich, Zmolek ABSENT: None Mayor Berry presided. Gary Turner voiced his concerns about what he felt was a nuisance property in the north end of town during the open forum. On motion by Wetrich, second by Sloan, the Council approved the following consent items: June 11, 2024 Council Minutes, JD Z930R ZTrak mower for Wastewater in the amount of $13,700 and JD Z950R ZTrak mower for Parks in the amount of $15,300 and a post hole auger for $1,900, Animal Shelter Camera’s in the amount of $13,565, Sidewalk incentive to Dave Morlan for $2,300, Sidewalk incentive for Greg Hacker for $11,978.50, and for Pony Express fundraiser on July 12, 2024 from 5-7 pm at the 4-way stop on Lincoln Way and Chestnut. AYE: Ahrenholtz, Jackson, Sloan, Wetrich, Zmolek NAY: None Bryan Helmus requested Council approval for adding Dog and Cat sculptures at the Animal Shelter. On motion by Jackson, second by Wetrich, the Council approved a case-by-case basis to add Dog and Cat sculptures at the Animal Shelter with approval from the Animal Shelter Committee and Council. AYE: Ahrenholtz, Zmolek, Wetrich, Sloan, Jackson NAY: None RESOLUTION NO. 62-24 On motion by Wetrich, second by Ahrenholtz, the Council approved Resolution No. 62-24, a resolution approving the Economic Development Forgivable Loan agreement for Upper Story Rental Housing at 100 East State Street. AYE: Sloan, Wetrich, Zmolek, Jackson, Ahrenholtz NAY: None On motion by Jackson, second by Sloan, the Council approved $116,426.87 Forgivable Loan Application from Jennifer Badger for 104 E State Street for renovations. AYE: Jackson, Zmolek, Wetrich, Sloan, Ahrenholtz NAY: None RESOLUTION NO. 63-24 On motion by Wetrich, second by Zmolek, the Council approved Resolution No. 63-24, a resolution amending and approving the Final City of Jefferson Schedule of Assessment for Nuisance Abatements. AYE: Zmolek, Wetrich, Sloan, Jackson, Ahrenholtz NAY: None On motion by Jackson, second by Zmolek, the Council agreed to Terminate the Animal Shelter 28E Agreement. (Filing Number: M512663) AYE: Ahrenholtz, Wetrich, Jackson, Zmolek, Sloan NAY: None RESOLUTION NO. 64-24 On motion by Jackson, second by Wetrich, the Council approved Resolution No. 64-24, a resolution approving the keeping of Livestock at 1217 West Wall Street This was a request made by Chad Sloan and Sarah Seibert. AYE: Ahrenholtz, Wetrich, Jackson ABSTAIN: Sloan NAY: Zmolek On motion by Wetrich, second by Jackson, the Council approved hiring Trevor Hansen as Jefferson Patrol Officer at an annual salary of $60,341.47 with start date of July 8, 2024. AYE: Zmolek, Ahrenholtz, Jackson, Sloan, Wetrich NAY: None RESOLUTION NO. 65-24 On motion by Zmolek, and second by Sloan, the Council approved Resolution No. 65-24, a resolution approving 28E agreement with Greene County regarding shared expenses of law enforcement administrative services. AYE: Zmolek, Ahrenholtz, Sloan, Jackson, Wetrich NAY: None RESOLUTION NO. 66-24 On motion by Wetrich, second by Jackson, the Council approved Resolution No. 66-24, a resolution approving the First Amended Employment agreement with the City Administrator. City Administrator Salary will be adjusted to $120,000 effective July 1, 2024. This is a Mass texting, allows two-way communication via test to report problems or answer questions on City Services.
