COUNCIL MEETING March 25, 2025 5:30 P.M. PRESENT: Ahrenholtz, Jackson, Sloan, Wetrich, Zmolek ABSENT: None Mayor Berry presided. No citizens spoke during Open Forum. On motion by Zmolek, second by Wetrich, the Council approved the following consent items: March 11, 2025 regular Council Minutes, approve Class C Retail Alcohol License for LimOne LLC, dba Peony Chinese Restaurant, Tree Removal Assistance Agreement for 500 S Wilson Street, Tree Removal Assistance agreement for 604 S Maple Street and Cancel April 8th 2025 City Council Meeting. AYE: Ahrenholtz, Sloan, Wetrich, Zmolek, Jackson NAY: None ORDINANCE NO. 641 On motion by Sloan, second by Wetrich, the Council approved third reading and final adoption of an ordinance amending the code of ordinances of the City of Jefferson, Iowa, 2017, by regulating the sale and use of Fireworks. AYE: Ahrenholtz, Sloan, Jackson, Wetrich, Zmolek NAY: None ORDINANCE NO. 642 On motion by Ahrenholtz, second by Zmolek, the Council approved the third reading and final adoption of an ordinance amending the code of ordinances of the City of Jefferson, Iowa, 2017, by amending provision pertaining to Sewer User Charges. AYE: Zmolek, Wetrich, Sloan, Jackson, Ahrenholtz NAY: None On motion by Wetrich, second by Jackson, the Council approved the first reading of an ordinance amending the code of ordinances of the City of Jefferson, Iowa, 2017, by amending tree species specifications and planting regulations. AYE: Sloan, Jackson, Wetrich, Zmolek, Ahrenholtz NAY: None On motion by Jackson, second by Ahrenholtz, the Council approved for the Library Foundation to create a 501c3 to raise funds for Capital Campaign -Library Expansion. AYE: Zmolek, Wetrich, Sloan, Jackson, Ahrenholtz NAY: None On motion by Ahrenholtz, second by Zmolek, the Council approved the City Insurance policy for $276,785 with Community Insurance Agency Co. effective April 1, 2025 – March 31, 2026. AYE: Jackson, Sloan, Wetrich, Zmolek, Ahrenholtz NAY: None On motion by Zmolek, second by Wetrich, the Council approved change order #8 to Shank Constructors, Inc. in the amount of $107,703.37 for the Wastewater Treatment Facility Improvements Project. AYE: Sloan, Wetrich, Ahrenholtz, Zmolek, Jackson NAY: None On motion by Jackson, second by Ahrenholtz, the Council approved the study for Greenewood Community Center and Golf Course that will be conducted by Bolton & Menk. The city’s portion will be $5000.
