MAY 27, 2025

PRESENT: Ahrenholtz, Jackson, Sloan, Wetrich, Zmolek
ABSENT: None
Mayor Berry presided.
During open forum Cindy Wise voiced her concerns about congregate meals site. Gary Goodwin
offered words of encouragement and advice to the City Council.
On motion by Wetrich, second by Jackson, the Council approved the following consent items:
May 13,2024 Council Minutes, Class C Retail Alcohol License for Greene County Fair Association,
Class C Retail Alcohol License for Wild Rose Jefferson, LLC, dba Wild Rose Casino, Fireworks permit
for City of Jefferson for July 4th at Greene County Fairgrounds, Nick Foster appointed to the Library
Board of Trustees for a term ending June 30, 2028, Bryanna Zmolek appointed to the Library Board of
Trustees for a term ending June 30, 2031, Sewer forgiveness for 400 S High Street in the amount of
$1,157.82, Sidewalk Reimbursements for 304 W Lincoln Way in the amount of $2,500 and 622 S
Chestnut in the amount of $1750.

Sarah Morlan, City of Jefferson Finance Officer, provided the Council with a presentation on FY
2024-25 Budget Amendments.
This is the time and place for the Public Hearing on FY 2024-2025 Budget Amendments. Mayor
Berry called for oral or written comments and there were none. On motion by Jackson, second by
Zmolek, the Council closed the Public Hearing.

RESOLUTION NO. 33-25
On motion by Ahrenholtz, second by Zmolek, the Council approved Resolution No. 33-25, a
resolution Amending the Current Budget for the FY 2024-2025.

NAY: None
This is the time and place for the Public Hearing on the Disposition of a Vacated Alley in Block
34, Original Town of Jefferson, Greene County, Iowa. Mayor Berry called for oral or written
comments. Gary Goodwin raised issues about common law ownership of the property of years of
use. On motion by Jackson, second by Sloan, the Council closed the Public Hearing.

RESOLUTION NO. 34-25
On motion by Ahrenholtz, second by Wetrich, the Council approved Resolution No. 34-25, a
resolution approving Sale of Property Located at 203 West Harrison Street.

RESOLUTION NO. 35-25
On motion by Jackson, second by Wetrich, the Council approved Resolution No. 35-25, a
resolution approving Second Amendment to Employment Agreement with City Administrator.
The only change is the annual salary which will increase from $120,000 to $125,000 on July 1,
2025.

RESOLUTION NO. 36-25
On motion by Wetrich, second by Sloan, the Council approved Resolution No. 36-25, a resolution
Approving and accepting Water Well and Access Easements.

On motion by Wetrich, second by Jackson, the Council approved hiring Shaydon Thurman as a
Jefferson Police Officer at an annual salary of $60,341.47 with start date May 30, 2025. On July
1, 2025 salary will increase to $62,151.71.

On motion by Ahrenholtz, second by Zmolek, the Council approved change order #9 in the amount
of $95,218.49 for Wastewater Treatment Plant Project.

Scott Weber, GCDC President updated the Council. On motion by Ahrenholtz, second by Jackson,
the Council approved the quarterly payment of $12,500.00 to GCDC.

There being no further business the Council agreed to adjourn at 6:17 p.m.
