COUNCIL MEETING
APRIL 28, 2026

PRESENT: Ahrenholtz, Jackson, Sloan, Wetrich, Winkelman
ABSENT: None
Mayor Berry presided.
During the open forum Larry Joy asked about the water drainage system on the east side of town.
Larry asked about the six projects Bolton & Menk have currently with the City of Jefferson and of
which projects are being looked at hard, is it the wants or necessity projects. City Engineer Jim
Leiding answered we treat all projects the same and the drainage study should be ready to be
presented at the second City Council meeting in May to clarify the next steps and direction.
On motion by Wetrich, second by Winkelman, the Council approved the following consent items:

Special Council minutes from April 13,2026, Council Minutes from April 14, 2026, Sewer
Forgiveness for 402 N West Street in the amount of $384.66, Neighborhood Improvement
Incentive Program for 508 S Wilson Ave for $1,629.25, Purchase Z920M ZTrac Lawn mower
from Van Wall for $16,321.04, Class C Retail Liquor License for Greene County Fair
Association, Street Closures for Porch Fest July 11, 2026, Street Closures for Bell Tower
Festival June 11 – 13, 2026, and Class C Retail Alcohol License for Jefferson Matters Main
Street, BTF Brew Station.

Discussion on E (Grapple for 2025r tractor from Van Wall for $4,808.00) and F (Stump Grinder
for use on skid loader from Bobcat in Ames for $10,558.56).
On motion by Winkelman, second by Ahrenholtz, the Council approved the following consent
items: Purchase Grapple for 2025r tractor from Van Wall for $4,808.00, Purchase Stump Grinder
for use on skid loader from Bobcat in Ames for $10,558.56

This was the time and place for the Public Hearing on FY 2026-2027 Budget and Certification of
City Taxes. On motion by Jackson, second by Winkelman, the Council approved to Open the
Public Hearing. Henry Pohlmeyer, City of Jefferson Finance Officer, provided the Council with a
presentation on FY 2026-2027 Budget Adoption.

This was the time and place for the Public Hearing on FY 2026-2027 Budget and Certification of
City Taxes. The mayor called for oral or written comments and there were none. On motion by
Wetrich, second by Jackson, the Council closed the Public Hearing.

RESOLUTON NO. 23-26
On motion by Wetrich, second by Jackson, the Council approved Resolution No. 23-26, a
resolution approving FY 2026-2027 Budget and Certification of City Taxes.

On motion by Winkelman, second by Sloan, the Council set the Public Hearing date as May 12,
2026, at 5:30 p.m. for the FY 2025-2026 Budget Amendment.

RESOLUTON NO. 24-26
On motion by Winkelman, second by Sloan, the Council approved Resolution No. 24-26, a
resolution adopting New and Revised Fees for the Greene County Community Center.

RESOLUTON NO. 25-26
On motion by Ahrenholtz, second by Wetrich, the Council approved Resolution No. 25-26, a
resolution approving Third Amendment to Employment Agreement with City Administrator. The
only change is the annual salary which will increase from $125,000 to $130,000 on July 1, 2026.

On motion by Ahrenholtz, second by Sloan, the Council approved FY 2026 Grant Applications
for the Fuel Farm Project:
i. Grant 023: AIP grant for $150,000
ii. Grant 024: IIJA (BIL) grant for $137,000

On motion by Winkelman, second by Wetrich, the Council approved the bid with Fort Dodge
Asphalt Company for 2026 Asphalt Paving Project. Mill and Overlay 2” of asphalt on the entire
length of McKinley Street. The cost including manhole box-outs is $186,376.25.

On motion by Ahrenholtz, second by Sloan, the Council approved the bid for 2026 Crack Sealing
with Denco for joint and crack repair. The unit price is $1.30 per linear foot. Total of $39,998.80
will finish Georgia Avenue and Park Street in the SE part of town and begin work on Madison,
Monroe, Harrison Streets in the SW part of town.

There being no further business the Council agreed to adjourn at 6:20 p.m.
