Minutes of the Regular Board Meeting of the
Village of Jerome Board
CALL TO ORDER: The President and the Board of Trustees held a regular meeting on
Thursday, August 1, 2024, at the Jerome Civic Center, 2901 Leonard Street,
Jerome, Illinois. The meeting was called to order at 6:30 pm by President Lopez,
followed by Roll call and the Pledge of Allegiance.
ROLL CALL: The following were present:
Mike Lopez, Village President
Kathy DeHart, Trustee Public Health
Leigh Irons, Trustee of Public Safety
Ralph Irons, Trustee of Water Department
Dale Lael, Trustee of Building & Zoning via phone
Phil Raftis, Trustee of Public Works
Also Present:
Lisa Cave, Village Clerk
Emily Snow, Village Treasurer
Jason Brokaw, Attorney, Giffin, Winning, Cohen & Bodewes, P.C.,
Steve Roth, Executive Assistant, arrived at 6:50 pm
Absent:
Katrina Christofilakos, Trustee of Public Property

APPROVAL OF THE MINUTES: President Lopez asked whether the Board had reviewed the July 18,
2024, Minutes and if they found need for any changes, corrections, or amendments. President Lopez
asked the July 18, 2024, minutes would stand approved as presented.
Motion to approve the July 18, 2024, Meeting Minutes as presented by:
Trustee Ralph Irons and 2nd by Trustee Leigh Irons
Upon roll call vote, all voted AYE;
MOTION PASSES.
APPROVAL TO PAY BILLS: President Lopez asked whether the board had reviewed Warrant List 25-06
dated August 1, 2024, totaling $54,507.40. Treasurer Snow stated the breakdown of the amount that
$29,325.76 will be paid from the General Revenue Fund, $8,584.27 will be paid from the 1% Fund and
$13,999.18 will be paid from the Water Account and $2,706.50 will be paid out of the ARPA funds.
President Lopez asked for a motion to approve Warrant List 25-06 as presented.

Upon roll call vote, all voted AYE;
MOTION PASSES.
PUBLIC COMMENTS: President Lopez opened the Visitors Acknowledgement portion of the meeting at
6:35 pm.
Theresa Sample, Senator Doris Turners Office, will be contacting President Lopez for the press release
regarding Iles Ave.
Connie Lucas Cavanagh, running for County Board in the November 5, 2024, election and would
appreciate your vote.
Shawn Stillman, resident on Iles has ordered signs that he has posted on Facebook for others to put in
their yards to slow the traffic down on Iles.
This portion of the meeting closed at 6:43 pm.
REPORTS:
Trustee DeHart said she will reach out to Jen and have her help with the over 100 letters that need to be
sent out. Branch pickup will be on August 12, 2024. A resident complained regarding the house on Reed
that has a lot of furniture outside, the resident was told that the Village would not do anything unless
there were 3 complaints. That is not the case. The Village will issue a letter if the property violates the
ordinances.
Trustee Raftis had nothing to report.
Trustee Lael had nothing to report.
Trustee Leigh Irons stated the full time officer is on his own and is doing a great job.
Trustee Ralph Irons stated the Public Works department is working on the gutter repairs and will be out
to reseed once the ground settles. Water bills are going out with a UPC code that will help with setting
up auto pay and payment options.
Clerk Cave asked for bulletin items need to be turned in before September.
Treasurer Snow had nothing to report.
Attorney Brokaw had nothing to report.
Steve Roth, the audit is going well. Steve is locating the information that IDOT is requesting for 2018 to
present in the basement of the Police Department. Water had been in the basement, but it does not
appear that it damaged the documents. There are a lot of blueprints downstairs, Steve will gather a list
of the blueprints. Steve will be done by August 31, 2024.
President Lopez appreciates the Trustees, big thanks to Public Works they do so much for the Village.
President Lopez stated he would like a consensus if the Trustees wanted to put on a simple Labor Day
Parade on September 2, 2024. President Lopez asked that Trustees let him know if they can help and
even want to do something on a smaller scale. Halloween events or other civic events need to be sent in
for the Bulletin. Trustee Leigh Irons stated she has received several applications and will hold interviews
next week. President Lopez would like to sit in on them. Neimann Foods asked to meet with President
Lopez in September of 2024. There are water issues in the building.
OLD BUSINESS: President Lopez opened discussion and approval for the Paid Leave for All Workers Act.
Attorney Brokaw suggested to table the discussion until the next meeting.
President Lopez opened discussion and approval of a Hire-On Bonus for the Police Department. After
discussion, President Lopez asked to table until the next meeting.
NEW BUSINESS: President Lopez opened discussion and approval of Resolution 05-25 Approving and
Authorizing the Execution and Delivery of an Intergovernmental Cooperation Agreement for Mutual Aid
with Woodside Township.

Upon roll call vote, all voted AYE;
MOTION PASSES.
President Lopez opened discussion and approval of Issuing a Request for Proposals for the Demolition of
the Structure located at 3030 ½ Chatham Rd. Recommendations by Attorney Brokaw is to post and
distribution of bids to take the structure down.

President Lopez opened discussion and approval of the Ordinance 25-09 Authorizing the Disposal of
Surplus Property Owned by the Village of Jerome, Illinois.

Upon roll call vote, all voted AYE;
MOTION PASSES.
ADJOURNMENT: With no further business, President Lopez asked for a motion to close the meeting at
7:01 pm. Motion was made by Trustee Raftis and 2nd by Trustee Leigh Irons.
