City Council

DECEMBER 19, 2017 The Jerseyville City Council met in regular session on Tuesday, December 19, 2017, at 6:00 p.m. at the Jerseyville City Hall. ROLL CALL: Present were Commissioners Steve Pohlman, Gary Goetten, Kevin Stork, Richard Perdun and Mayor Bill Russell. Also present was City Attorney, Bill Strang. Comm. Pohlman led the opening prayer and the Pledge of Allegiance was recited. The service awards were given out to those employees who had reached their 5th year or multiple anniversary years with the City. Comm. Stork recognized Shelley Vanausdoll for 15 years in the City Clerk’s office. Comm. Steve Pohlman recognized Justin McGiver for 10 years with the Water & Sewer Dept. Comm. Goetten recognized Jack Metcalfe for 30 years in the Cemetery Department. Comm. Richard Perdun recognized Tom Wittman for 30 years with the City, now in the Street Department. Mayor Bill Russell recognized Laurie Ingram for 20 years at the Library, Jeff Wilson for 30 years in the Code Enforcement and Animal Control Department, and in the Fire Dept; Tim Lyons, 5 years; Paul Lewis & Jeff Gundlach for 20 years and Alan Gowin for 30 years with the City. He also gave out 2 special awards to Chris Collins and Keith Norman. The Mayor recognized Sarah Kamp for 10 years as a telecommunicator and Susan French on her retirement from the Police Department. Police Officers ANNUAL SERVICE AWARDS Richard Portwood, Amanda Wimmersberg and Sgt Daniel Green were recognized for 10 years of service and Sgt. John Lawson for 20 years with the Jerseyville Police Department. A motion was made by Comm. Pohlman, and seconded by Comm. Stork, to approve the minutes of the last regular meeting of December 5, 2017, Roll call vote showed all ayes, no nays, motion carried. MINUTES APPROVED A motion was made by Comm. Stork, seconded by Comm. Goetten, to approve the bills as presented which totaled $270,588.02. Roll call vote showed all ayes, no nays; motion carried. BILLS APPROVED A motion was made by Comm. Stork, seconded by Comm. Goetten, to approve the list of dates for the City Council meetings in 2018. Roll call vote showed all ayes, no nays, motion carried. 2018 COUNCIL MEETING DATES Comm. Stork talked about the Levy Ordinance, noting that the only change since the estimate of revenue had been approved was that the IMRF and Police Pension amounts were reversed so IMRF is $500,000 and Police Pension is $550,000. A motion was made by Comm. Perdun, seconded by Comm. ORD #1712 TAX LEVY 2018 APPROVED Goetten, to approve the 2018 Tax Levy. Roll call vote showed all ayes, no nays, motion carried. ORD. #1712. A motion was made by Comm. Stork, seconded by Comm. Perdun, to approve an ordinance directing the County Clerk of Jersey County, Illinois to abate and not extend for collection the 2017 ad valorem real estate taxes scheduled for collection for the not to exceed $18,500,000.00 General Obligation ORD #1713 ORD ABATING THE REAL ESTATE Bonds (Alternate Revenue Source) of the City of Jerseyville, Jersey County, Illinois, issued pursuant to TAXES-AS AN ALTERNATE REV. Ord. #1575 and a bond order of the City abating the real estate taxes. Roll call vote showed all ayes, SOURCE OF THE SEWER BONDS no nays, motion carried. ORD. #1713. A motion was made by Comm. Perdun, seconded by Comm. Stork, to adopt an ordinance approving the Jerseyville Tax Increment Financing III Redevelopment Plan and Redevelopment Project. Roll call ORD #1714 vote showed all ayes, no nays, motion carried. ORD. #1714. ORD APPROVING THE TIF III PLAN & PROJECT A motion was made by Comm. Stork, seconded by Comm. Perdun, to approve an Ordinance designating the Jerseyville Tax Increment Financing III Redevelopment Project Area. Roll call vote ORD #1715 showed all ayes, no nays, motion carried. ORD. #1715. TIF III AREA DESIGNATED A motion was made by Comm. Pohlman, seconded by Comm. Stork, to approve adopting Tax 2017 AUDIT PRESENTATION ORD #1716 Increment Financing. Roll call vote showed all ayes, no nays, motion carried. ORD. #1716. ORDINANCE ADOPTING TAX INCREMENT FINANCING With no public comment, a motion was made by Comm. Stork, seconded by Comm. Pohlman, to go into closed session to discuss personnel and the closed meeting minutes. Roll call vote showed all 2017 AUDIT PRESENTATION ayes, no nays, motion carried. Open session resumed and a motion was made by Comm. Perdun, CLOSED SESSION OPEN SESSION RESUMED seconded by Comm. Goetten to approve the final copy of Resolution A. Roll call vote showed all ayes, R #2017.12.19.1 RESOLUTION A APPROVED no nays, motion carried. R#2017.12.19.1. A motion was made by Comm. Goetten, seconded by Comm. Stork, to approve the Resolution stating R #2017 12.19.2 that there would be no Closed Session Meeting minutes released at this time.
