JESSUP BOROUGH COUNCIL SPECIAL MEETING MINUTES APRIL 10, AT 6:00 PM A special meeting of Jessup Borough Council was held on Thursday, April 10, 2025, at 6:00 p.m. in the Jessup Borough Building, 395 Lane Street, Jessup, PA 18434. The following business was transacted. Pledge of allegiance to the flag was given. Call to Order: Meeting was called to order at 6:04 p.m. by Council President, Roberta Galati Roll Call: Present 3 Absent 4 Gregg Betti Tom Fiorelli - absent Curt Camoni Roberta Galati Jerry Crinella Joe Mellado – absent Jeffrey Castellani – absent Public Comment: None New Business: A. Memorandum of Understanding (MOU) Sergeant’s pay. A motion was made by Curt Camoni second by Gregg Betti to approve the MOU regarding Sergeant’s pay. Aye carried. (4-0) B. Memorandum of Understanding (MOU) Probationary/Training period. A motion was made by Gregg Betti second by Jeff Castellani to approve the MOU regarding probationary/training period. Aye carried. (4-0) C. Memorandum of Understanding (MOU) hats. A motion was made by Gregg Betti second by Curt Camoni to approve the MOU regarding hats. Aye carried. (4-0) D. Ratify hiring of Colwell-Naegele to perform stormwater and floodplain review for Ferdinand St project. Not to exceed $340.00. A motion was made by Gregg Betti second by Jeff Castellani to ratify the motion hiring Colwell-Naegele. Aye carried. (4-0) E. Send a letter to the Lackawanna River Basin Sewer Authority in opposition to them accepting leachate from Keystone Sanitary Landfill. A motion was made by Jeff Castellani second by Gregg Betti. Curt Camoni voted no. Aye carried. (3-1) Adjourn: A motion was made by Curt Camoni second by Gregg Betti to adjourn the meeting. ADJOURN MEMORANDUM OF UNDERSTANDING between the Teamsters Local No. 229 and the Borough of Jessup This Memorandum of Understanding is between the Teamsters Local No. 229 (“Teamsters”) and the Borough of Jessup (“Borough”) in reference to the Borough of Jessup Police Collective Bargaining Agreement. Full-Time Probationary/Training Period The following language shall replace Article 2, Paragraph F in the Collective Bargaining Agreement between the Borough and the Teamsters: F. Probationary/Training period for any newly hired full-time officer shall be for a period of twelve months, beginning with the date the individual is first hired to be a regular full-time officer. During the officer’s first twelve (12) month probationary period, any action by the Borough with respect to said probationary employee, including but not limited to transfer, discipline or discharge, shall not be subject to review under the grievance and/or arbitration procedure of this agreement, however, the officer shall receive the economic benefits under this agreement, except as set forth below in this section, and shall become a union member after 30 days of employment strictly for any economic benefits. Once the officer has completed his/her probationary period, their seniority shall revert back to the actual date of hire as a full-time officer. Except as otherwise provided in this section, newly hired officers shall be for a period of twelve (12) months at eighty percent (80 %) of the patrolman’s base salary. Except as otherwise provided in this section, in year two, the full-time officer shall receive ninety percent (90 %) of the patrolman’s base salary and in year three, the full-time officer shall receive ninety- five percent (95 %) of the patrolman’s base salary. If the newly hired full-time officer was a Borough of Jessup part-time police officer immediately preceding the date of hire as a full-time officer, that officer’s years of service can be applied to the three-year salary provisions set forth above. For example, if Officer X was employed by the Borough for two years as a part-time officer and the Chief of Police signs off, Officer X’s starting salary shall be ninety five percent (95 %) of the patrolman’s base salary. After one additional year of service, Officer X would receive one hundred percent (100 %) of the base salary. The provisions of this section shall only apply to new full-time officers hired after the effective date of this agreement and shall not affect any officers currently within the three (3) year period. Furthermore, it is expressly understood by both the Borough and the Teamsters that this MOU does not change/create or attempt to change/create any other provision contained in the CBA, any other agreements between the Parties, or any past practices. IN WITNESS WHEREOF, the Teamsters Local No. 229, and the Borough of Jessup, by their duly authorized representatives, and tending to be legally bound hereby, have signed this Memorandum this _______ day of __________________, 2025. AGREED TO BY: ________________________________ ________________________________ BOROUGH OF JESSUP TEAMSTERS LOCAL No. 229 MEMORANDUM OF UNDERSTANDING between the Teamsters Local No. 229 and the Borough of Jessup This Memorandum of Understanding is between the Teamsters Local No. 229 (“Teamsters”) and the Borough of Jessup (“Borough”) in reference to the Borough of Jessup Police Collective Bargaining Agreement. The following language shall be added to Article 26, Wages, Full Time in the Collective Bargaining Agreement between the Borough and the Teamsters: Full-Time Sergeants shall be paid an additional $ 2.00 per hour while serving as a Sergeant. Furthermore, it is expressly understood by both the Borough and the Teamsters that this MOU does not change/create or attempt to change/create any other provision contained in the CBA, any other agreements between the Parties, or any past practices. IN WITNESS WHEREOF, the Teamsters Local No. 229, and the Borough of Jessup, by their duly authorized representatives, and tending to be legally bound hereby, have signed this Memorandum this _______ day of __________________, 2025. AGREED TO BY: ________________________________ ________________________________ BOROUGH OF JESSUP TEAMSTERS LOCAL No. 229 MEMORANDUM OF UNDERSTANDING between the Teamsters Local No. 229 and the Borough of Jessup This Memorandum of Understanding is between the Teamsters Local No. 229 (“Teamsters”) and the Borough of Jessup (“Borough”) in reference to the Borough of Jessup Police Collective Bargaining Agreement. The following language shall be stricken from Article 10 Uniforms in the Collective Bargaining Agreement between the Borough and the Teamsters: “the uniform eight point hat” The following language shall replace the stricken language Article 10 Uniforms in the Collective Bargaining Agreement between the Borough and the Teamsters: “the straw standard campaign hat” The following language shall be added to Article 10 Uniforms in the Collective Bargaining Agreement between the Borough and the Teamsters: The Borough shall be responsible for $ 75.00 towards the cost of the straw standard campaign hat and any remaining cost associated with the purchase of the hat shall be deducted from the officer’s yearly uniform allowance. Furthermore, it is expressly understood by both the Borough and the Teamsters that this MOU does not change/create or attempt to change/create any other provision contained in the CBA, any other agreements between the Parties, or any past practices. IN WITNESS WHEREOF, the Teamsters Local No. 229, and the Borough of Jessup, by their duly authorized representatives, and tending to be legally bound hereby, have signed this Memorandum this _______ day of __________________, 2025.
