HISTORIC ZONING COMMISSION Minutes for July 25, 2024 The Historic Zoning Commission met in Regular Session at 6:00 p.m., Thursday, July 25, 2024, in the Board Room at the Town Hall, 123 Boone Street, Jonesborough, TN. Members Present: Zac Jenkins, Aaron Bible, Frank Collins, Chris Basar, Marcy Hawley, Chad Hylton, Herman Jenkins, Rebecca Moss, Nita Van Til Call to Order - Zac Jenkins 1. Public Comments - None Addition to Agenda: Russell Hendrix, 305 S Cherokee St.______________________ Demolish and remove one of the two garages in rear of property. Salvage any wood of value. Motion: Aaron Bible Second: Rebecca Moss No conflicts – detached garage. Demolish due to deterioration. ITEM 1. - NEW BUSINESS (a) 115 E Main St. Jonesborough Antiques-Owner/Presenter, Tammy & Dan Eldridge 1. Discussion: Requesting to add an iron fence to the sidewalk in front of the building with tables and chairs. All information pertaining to this request to be presented at the meeting. (13.2, 13.4) Dan presented. Photos presented of 29x9 fence, black wrought iron powdered coat finish. Wooden chairs and white tables. Too modern, per Rebecca. Dan has 4 black wrought iron tables and 16 chairs and will use those instead. Umbrellas as well. 25x9 area to enclose. Will get an outdoor use permit by Aug. 5. Motion: Rebecca Moss, as presented with table/chair changes Second: Chad Hylton 2. Discussion: Addition of double screen doors to the front entrance. (7.2) Doors already hung. Will paint them green to match the existing theme on building. Motion: Aaron Bible Second: Herman Jenkins (b) Propose new guidelines pertaining to sandwich boards & signs. To be presented at meeting. Discussion: No expo boards going forward, white is too glaring. Prefer black chalkboard instead. Will get proper verbiage on change and placement of signs for the next meeting. Motion: Second: (c) Discussion of the process of adding contributing properties in the historic district. Church on Woodrow-restart grant process or sell. Certified letter to 601 W Main. Painted shutters without prior authorization. Look at properties to determine firm criteria. Contributing/Non-contributing – 50 year rule. Nita will review spreadsheet. Zac explained Demolition by Neglect Process. Bring back findings at next mtg.
