October 1, 2024, Council Meeting
Jonestown Borough Council held meeting on the above date, beginning at 6:30 p.m., President Tom Keefer
presiding. Council members attended: Jeff Schott, Madisyn Breiner, Rick Kline & Jay Young. Also attending:
Attorney Colleen Gallo, Engineer; John Poff and Secretary/Treasurer; Mariah Mauser
APPROVAL - MINUTES/TREASURER’S REPORT - A motion made by Rick Kline, seconded by
Madisyn Breiner, to approve September 3rd, Council Meeting Minutes. Motion carried.
A motion made by Madisyn Breiner, seconded by Rick Kline, to approve Treasurer’s Report, as presented
to council, month ending September 30, 2024. Motion carried.
SPECIAL GUESTS – No Report.
PUBLIC COMMENT – No Report.
MAINTENANCE – Jay Young, Supervisor – Jay opened discussion with updating council on the dump truck
that is currently in the shop. The dump truck has a bad output shaft in the transmission. The new transmission
should arrive on October 12; this is covered under the powertrain warranty. Also, when the truck is in the shop
they are going to inspect it.
A Motion Made by Jay Young, Seconded by Rick Kline, to order two tons of cold patch for road repairs
not to exceed $400.00 paid from the General Fund. Motion carried.
Jay discussed an incident that the borough maintenance truck engaged in, and the mirror got damaged. A
Motion Made by Tom Keefer, Seconded by Jay Young, to purchase a new passenger mirror for borough
Maintenance truck not to exceed $420.00 paid from the General Fund. Motion carried.
BOROUGH ENGINEERING REPRESENTATIVE –
A Motion Made by Tom Keefer, Seconded by Rick Kline, to Ratify the payment of $19,936.80 to Columbia
Excavating paid from the ARPA Fund. Motion carried.
TASA Grant – John Poff presented that the LHAI team is working on the final designs of the curb ramps and
will be meeting with Borough officials this Friday, October 4th to review the ramp designs in the field. We will
schedule an additional meeting with Penn DOT after the meeting with the Borough.
DCNR Grant – Park – Construction is complete. Application for Payment No. 2 should be paid in full.
Application for Payment No. 3 FINAL will be processed shortly.
John Poff has reached out to Columbia Excavating, the site contractor, to place additional fill along the exterior
of the perimeter timbers.
SIGN Permit- IU 13 Building
LHAI personnel have reviewed and approved another sign permit for the IU-13 Building.
MAYOR – Joe Quairoli – No Report
SOLICITOR – Colleen Gallo Barley Snyder Attorneys at Law – No Reports.
SECRETARY – Mariah Mauser. – Mariah discussed accidentally writing check in the wrong month. A
Motion Made by Rick Kline, seconded by Madisyn Breiner , to approve $11,171.83 from July’s month
end to August’s Month end. Motion carried.
INFRASTRUCTURE IMPROVEMENTS – Tom Keefer, Mayor Quairoli & Rick Kline – Tom Keefer opened
up the discussion with CBT Founder’s Park conceptual design. Council is looking for a simpler design with
less maintenance. Karla Farrell is going to reach out to Chesapeake Bay Trust to see if she could get 2,500 to
redesign the park. Tom then moved on to discussing Flashing Beacon Crosswalk lights & fire exiting lights.

Motion Made by Tom Keefer, seconded by Madisyn Breiner , to purchase six Flashing Beacon Crosswalk
lights and two flashing fire apparatus lights not to exceed $60,989.50.
$58,423.77 paid from the ARAP Fund and the remaining balance from the Marcellus Shale Grant.
Motion carried.
GRANTS – D. Quairoli & Justin Shuey – Tom & Madisyn updated council on the CDBG Grant project to
paving martin street. Unfortunately, we did not get this grant due to needing 80% of surveys. This project could
be a good idea to use possible liquid fuels funds. Tom also told council we did not get the PennDOT Multimodal
grant for the market street project.
PARK & RECREATION – Madisyn Breiner – Motion Made by Tom Keefer, seconded by Rick Kline , to
Approve French’s to remove asphalt pieces from park relocation project not to exceed $850.00 paid from
the park and rec fund. Motion carried.
Friends of Jonestown would like to assist the Boro in hanging the snowflakes. FOJ was looking to rent their
own bucket truck to assist. Motion Made by Tom Keefer, seconded by Madisyn Breiner , to approve
purchasing snowflake bulbs not to exceed $125.00 for the Christmas Light Fund. Motion carried.
PERSONNEL – Mayor Quairoli, Justin Shuey & Madisyn Breiner – No Reports
COST REDUCTION AND FINANCES – Rick Kline, Donnette Quairoli & Tom Keefer – Reminder there is
a budget meeting Tuesday Oct 8th at 6:30pm. Motion Made by Rick Kline, seconded by Jay Young , to
approve the first reading of 2025 Budget. Motion carried.
ORDINANCE COMMITTEE – Jeff Schott & Mayor Quairoli – Jeff Schott is doing the final changes on the
rental Ordinance. Motion Made by Tom Keefer, seconded by Jeff Schott , to Approve Colleen Gallo to
advertise the rental ordinance. Motion carried.
CODES & CODE ENFORCEMENT – Mayor Quairoli, Tom Keefer & Jay Young – Motion Made by Tom
Keefer, seconded by Madisyn Breiner , to ratify Colleen Gallo Filing complaint against 146 W Market
Street. Motion carried.
Motion Made by Tom Keefer, seconded by Madisyn Breiner , to ratify Colleen Gallo sending last chance
letter to Walnut Manor. Motion carried.
Discussion regarding the property at 157 E Market Street regarding further action due to non-compliance.
Conversation on Mayor Compiling property if needed.
NEW BUSINESS – Friends of Jonestown offered a spot for council to have a stand at the fall festival; no
council members are available that day.
Motion Made by Rick Kline, seconded by Madisyn Breiner , to Donate $12,500.00 to NLFES. Motion
carried.
Tom Keefer discussed Ambulance services that are current in the Boro. No change at this time.
Motion Made by Rick Kline, seconded by Jay Young , to purchase candy to hand out at founder’s park
on trick or treat night not to exceed $100.00 from the General Fund.
Personal committee will need to get together to review extending Joan Keefer’s employment through 2025.
