City Council Present: Kenny Robinson, Mayor; Rick DePriest, Place 1; Mike Kidd, Place 2; Angela
Nichols, Place 3; Robert Purdom, Place 4; Jerry Moore, Mayor Pro-Tem; and Scott Kimble, Place 6.
City Council Absent: None
City Stafi Present: Josh Jones, City Manager; Mike Peacock, Assistant City Manager; Wayne Baker,
Fire Chief; Terry Welch, City Attorney; and Lisa Dawn Cabrera, City Secretary.
A. CALLTOORDERANDANNO UNCE A QUORUM PRESENT
Mayor Robinson called the meeting to order at 6:31 pm.
B. INVOCATION
Councilman Kidd pedormed the invocation.
C. PLEDGE OF ALLEGIANCE
Mayor Pro-Tem Moore led the pledges of allegiance.
D. WORKSESSION
1 Review and discuss possible future adoption of development impact fees, including
roadway and storm water drainage. (Staff Resource: J. Jones)
A discussion was held among the members of the Council and City Staff concerning the
impact fee adoption process, what other cities in Johnson County are doing, impact fees
increasing liability, new development paying for new development, fees would deter
development, cost of the study versus the beneflts of the study, and fees charged by other
cities.
2 Review and discuss the status of FY 2015-2019 Strategic Plan including review of policy
action items, management action items, and activities last month and continue
discussion on update to Strategic Plan. (Staff Resource: J. Jones)
A discussion was held among the members of the Council and City Staff concerning the
strategic plan regarding the plan being too broad, no measurable goals, and providing the
final update by September.

J Review and discuss questions related to the budget report and financial statement for
June 2019. (Staff Resource: J. Jones)
A discussion was held among the members of the Council and City Staff concerning the
financial statements regarding the general fund is scheduled to come in under budget and
sales tax running about 5% ahead.
4. Review and discuss preliminary FY 2019-2020 Annual Operating Budget.
A discussion was held among the members of the Council and City Staff concerning the
operating budget regarding sales tax revenues, protest loss, roll back rate, growth allowing
the tax rate to remain the same, ESD revenues, SAFER Grant for Fire Department, and
Animal Control employees.
5 Review and discuss FY 2020-2024 Capital lmprovement Plan and possible bond
projects for November 20'19 election.
A discussion was held among the members of the Council and City Staff concerning the CIP
and the possible bond election being needed street repairs, the amount of the bond, the bond
including street equipment, and needing to pay down debt service.
6. Questions regarding Regular Session agenda items
No questions were asked of the Regular Session agenda items.
7 . Requests for future reports and agenda items
Staff informed members of the Council of a required update to the Subdivision Ordinance due
to new legislation.
E. REGUI.AR SESSION
Mayor Robinson opened the Regular Session at 7:48 pm.
F. PUBLIC FORUM
Ling Zeng, 391 Clubhouse Drive, Joshua, TX addressed the members of the Council
regarding issues with the Country Club sign and not being able to obtain a Certificate of
Occupancy.
Tom Donaldson, 1903 Wimbledon, Arlington, TX addressed the members of the Council
regarding issues the Country Club obtaining their Certificate of Occupancy.
No one else wished to address the members of the Council.
G. CONSENTAGENDA
. Approval of minutes from the meetings dated June 20,2019.

Councilman Kimble made a motion to approve the minutes as presented, seconded by
Councilman Purdom.
Motion passed without objection.
H. REPORTS& ACTION ITEMS FROM THE PLAN N NG & ZONING COMMISSIO N
1 Discuss, consider and take action on Case # PZ 2019-15 regarding a Final Plat of
approximately 22.44 acres of land out of the W. W. Byers Survey, Abstract 29 being Lots
1-41, Block 1;LotsA& B, Block 1;Lots 1-6, Block2; LotA, Block2; Lots 1-20, Block3;
and Lots 1-20, Block 4 of the Heritage ll Addition in the City of Joshua, Johnson County,
Texas as requested by Peter Thomas with SRE Joshua Dev, LLC. (Staff Resource: L'
Cabrera)
A discussion was held among the members of the City Council, City Staff, and the applicant
concerning the plat regarding drainage issues and drainage easements-
Councilman Kimble made a motion to approve the Final Plat, seconded by Councilman
Purdom.
Motion passed without opposition.
2. Discuss, consider and take action on Case # PZ 2019-16 regarding a Site Plan for an
lndoor Batting Practice Facility for property located on N Broadway in the Restricted
Commercial (C-1) zoning district with the legal description being Tracts 11 & 12 in the J
Minett Survey, Abstract 547 in the City of Joshua, Johnson County, Texas as requested
by Michael Martin with Bannister Engineering LLC.
A discussion was held among the members of the City Council, City Staff, and the applicant
regarding the detention for the site, the city sign, protected trees, sidewalks and the sidewalk
waiver, and fencing of the adjacent property.
Mayor Pro-Tem Moore made a motion to approve the site Plan, seconded by councilman
Kidd.
Motion passed unanimouslY
GENERAL ACTION ITEMS
1 Discuss, consider and take action on ordinance No. 760-2019 being an ordinance of the
City Council of the City of Joshua, Texas, amending Appendix A, "Fee Schedule" of the
Joshua Code of Ordinances updating certain fees in Article A2.000, "Building and
construction Fees"; providing that this ordinance shall be cumulative of all ordinances;
providing a severabiiity clause; providing a savings clause; providing for publication in
ihe official newspaper; and providing an effective date. (Staff Resource: L. Cabrera)
Councilman Purdom made a motion to approve Ordinance No. 760-2019, seconded by
Councilman Kidd.
Motion passed without objection.
2. Discuss, consider and lake action on an Interlocal Agreement between the City of
Joshua and Johnson County Special Utility District for the Water and Wastewater Utilities
Facilities for the Heritage ll Residential Development. (Staff Resource: J. Jones)
A brief discussion was held among the members of the Council and City Staff concerning the
utilities being located in the street along the curb line.
Councilman Kidd made a motion to approve the lnterlocal Agreement with Johnson County
Special Utility District, seconded by Councilman DePriest.
Motion passed without opposition.
3. Discuss, consider and take action on an lnterlocal Agreement between the City of
Joshua and Johnson County for chip sealing County Road 904. (Staff Resource: J.
Jones)
A short discussion was held among the members of the Council and City Staff concerning the
chip sealing of County Road 904, filling the pot holes, and stabilizing the subgrade.
Councilman Kimble made a motion to approve the lnterlocal Agreement with Johnson County,
seconded by Councilwoman Nichols.
Motion passed unanimously.

K. EXECUTIVE SESSION
Mayor Robinson called the Executive Session to order al8:24 pm.
The City Council shall convene in Closed Session in accordance with Texas Government
Code:
1. Section 551.071 for consultation with the City Attorney regarding legal issues associated
with drainage control and all matters incident and related thereto.
L. RECONVENE IN OPEN SESSION
Mayor Robinson reconvened into Open Session at 8:52 pm.
The City Council shall convene in Open Session and may take any action related to
discussion in Executive Session.
No action was taken on the Executive Session discussion.
M. ADJOURNMENT
Mayor Robinson adjourned the meeting at 8:53 pm.
