City of OS h ua MINUTES CITY COUNCIL SPECIAL SESSION FRIDAY, SEPEMBER 27, 2019 6:00 PM City Council Present: Jerry Moore, Mayor Pro-Tem; Rick DePriest, Place 1; Angela Nichols, Place 3; Robert Purdom, Place 4; and Scott Kimble, Place 6. City Council Absent: Mike Kidd, Place 2 City Staff Present: Josh Jones, City Manager; and Lisa Dawn Cabrera, City Secretary. A. CALLTOORDERANDANNO UNCE A OUORUM PRESENT Mayor Pro-Tem Moore called the meeting to order at 6:02 pm. Councilman Kimble made a point of order motion to forgo the lnvocation and the Pledges of Allegiance, seconded by Councilman Purdom. Motion passed without objection. B. TNVOCATTON No invocation was given. C. PLEDGE OFATLEGIANCE The Pledges of Allegiance were not recited. D. GENERAL ACTION ITEMS 1 Discuss, consider and take action on Ordinance No- 768-2019 being an Ordinance of the City Council of the City of Joshua, Texas, amending the City's Budget for the Fiscal Year beginning on October 1, 2018, and ending on September 30, 2019, as adopted by Ordinance No.728-2018, for adjustments in Revenues and expenditures in the General Fund Operating Budget, the Capital lmprovement Fund Budget, and the Special Funds Operating Budgets; providing that expenditures for said fiscal year shall be made in accordance with said budget, as amended and adopted; providing a repealer clause; providing for severability; and providing an effective date. A short discussion was held concerning the amended budget regarding this amendment will mirror the year-end report and the amendment being needed because of the trash billing issue.  Councilman Purdom made a motion to approve Ordinance No. 768-2019, seconded by Councilman DePriest. Motion passed unanimously. 2 Discuss, consider and take action on Ordinance No. 769-2019 being an Ordinance of the City of Joshua, Texas, approving and adopting the Budget for the Fiscal Year beginning October 1, 2019, and ending September 30, 2020, and making appropriations for each Department, Project and Account; repealing conflicting ordinances; providing a severability clause; and declaring an effective date. Councilman Kimble made a motion to approve Ordinance No. 769-2019, seconded by Councilman Purdom. Motion passed without objection. a J Discuss, consider and take action on Ordinance No. 770-2019 being an Ordinance of the City of Joshua, Texas, affixing and levying Municipal Ad Valorem Taxes for the Fiscal Year beginning October 1, 2019, and ending September 30,2020, and for each year thereafter until otheMise provided, on all taxable property within the corporate limits of the City of Joshua, as of January 1,2019, to provide revenues forthe payment of current expenses and all outstanding debts of the City; directing the assessment thereof; providing for due dates and delinquent dates for payment of taxes together with penalties and interest thereon; providing for place of payment; providing for approval of the tax rolls presented to the City Council; repealing conflicting ordinances; providing for a severabilily clause; and declaring an effective date. Councilman Kimble made a motion to approve Ordinance No. 770-2019 setting the tax rate at 0.765270, seconded by Councilman Purdom. A roll call vote was taken and each member present voted yea. E.
