A. CALL TO ORDER AND ANNOUNCE A OUORUM PRESENT
Mayor Hollam called the meeting to order at 6:30 pm.

l. Review and discuss questions related to the budget report and financial statement for February 2020
(Staff Resource: J. Jones)
Councilmember Kimble asked the status on the Bond Package. City Manager Jones stated that stalT
will move forward on the Bond Package after receiving the Cenified Tax Roll.
Councilmember Moore asked where we are on Sales Tax. City Manager stated that we are ahead of
schedule.
2. Discussion regarding update to City Strategic Plan: Economic Development (Staff Resource: J
Jones)
City Manager Jones stated that this meeting's meeting main focus was Economic Development. He
stated that the goals will remain the same. h addition, he asked the City Council what type of
investment they are willing to do. City Manager Jones asked the City Councit if there is any interest
in partnering with a Data Collection Company.
Councilmember Moore explained that partnering with a Data Collection Company is not a study, but
a company that connects us to rctailers.
E PUBLIC FORUM, PRESENTATIONS AND RECOGITIIATIONI
The Ciry Council invites citizens to speak on any topic. However, unless the ttem is specifically noted on
this agenda, the Ciry Council is required under the Texas Open Meelings Act to limit its response to
responding with a statement of specific factual information, reciting the Ciry's existing policy, or directing
the pe$on making the inquiry to visit with City Staff about the issue. No Council deliberation is permined.
Each person will have 3 minutes to speak.
Mayor Hollam stated that the City Manager and staff will work with business owners to strearnline the
process for sign permits to help business owners during this time.

City Council and providing for an effective date. (StaffResource: S. Short)
Councilmember Moore moved to approve the items in the Consent Agenda. Councilmember Kidd
seconded the motion. The motion passed unanimously.

Requirements," of Article 4, "Requirements for Plat Submittal'; amending Subsection (B), "Scale,"
of Section 10.4.6, "Final Plat - Required format and Information," of Article 4, "Requirements for
Plat Submittal"; amending Section 10.5.1, "General Provisions," of Article 5, "Procedures for Plat
Approval"; amending Subsection (A), "Requirements," of Section 10.5.10, amending Subsection (A)
of Section 10.7.8, "Sidewalks of Article 7, "Street and Right-Of-Way Requirements"; amending
Article 10, "Miscellaneous Requirements,; by adding thereto a new Section 10.10.12, "Tree
Preservation"; all of the foregoing provisions contained in the City's Subdivision Ordinance, Exhibit
"A" to Aflicle 10.02.001, "Subdivision Ordinance," of Chapter 10, "Subdivision Regulation," of the
Code of Ordinances of the City of Joshua, Texas; providing for Severability, Savings and Repealing
Clauses; providing for Penaltiesi providing an Effective Date; and providing for the publication of
the caption hereof.
Councilmember Kimble moved to approve an Ordinance of the City Council of the City of Joshua,

"Subdivision Regulation," of the Code of Ordinances of the City of Joshua, Texas. Councilmember
Purdom seconded the motion. The motion passed unanimously.
2. Discuss, consider, and take action on Case # PZ 2019-25 being a re-plat of approximately 10.828
acres of land out of the Joshua Plaza Addition being Lots 3-A-RI-A and 3-A-RI-B, Block I of the
Joshua Plaza Addition in the City of Joshua, Johnson County, Texas. The properties is commonly
known as t 14 Paula with the legal description being Lot 3-A-Rl, Block 1 of the Joshua Plaza
Addition in the City of Joshua, Johnson County, Texas as requested by Darrell Gregory with First
United Methodist Church and ratify Development A$eement.
Councilmember Kidd moved to approve a re-plat of approximately 10.828 acres of land out of the
Joshua Plaza Addition being Lots 3-A-Rl-A and 3-A-Rl-B, Block I of the Joshua Plaza Addition in
the City of Joshua, Johlson County, Texas. Councilmember DePriest seconded the motion. The
motion passed unanimously.
3. Discuss, consider, and take action on an order declaring a State of Emergency for the City of Joshua
as authorized by the Texas Government Code Chapter 418 Section 108 prohibiting public or private
Community Gatherings of 50 or more persons subject to the exceptions and clarifications in said
order.
Mayor Hollam stated no action needed on this item (G3) due to the Govemor of Texas issuing a
Declaration Order.
4. Discuss, consider and take action on the proclamation issued on March 18, 2020, by Govemor
Abbott authorizing all political subdivisions holding a general or special elections on May 2,2020 to
postpone their election to the November 3, 2020 uniform date due to the health and safety of voters,
election workers, and local election officials, and consideration of an Ordinance regarding same.

Mr. Robert Flemings asked if the election is moved to November, can other people sign up to be on
the ballot. City Manager Jones answered no.
Councilmember Moore moved to approve an Ordinance postponing the May 2, 2020 General
Election to November 3, 2020. Councilmember Nichols seconded the motion. The motion passed
unanimously.
