Mayor Hollam announced a quorum and called the meeting to order at 6:31 pm

l. Discuss the FY 2020-2021 Budget Workshop. (Staff Resource: J. Jones)
City Manager Jones stated that the draft budget is not the proposed budget.

2. Discuss the 2020 Budget and Tax Rate Adoption Rate Calendar. (Staff Resource: J. Jones)
City Manager Jones presented the calendar for the 2020 Budget and Tax Rate Adoption.

2. Review and discuss information related to drainage issues affecting specific commercial businesses

3. Review and discuss the terms of the City Board Members and Commissioners. (Staff Resource: A
Holloway)
City Secretary Holloway presented the City Council with a roster of City boards, commissions, and
corporations. The roster included the member's name, term information, appointment date, and total
years of service. In addition, it included City rules and bylaws information regulating term limits.

The Ciry Council invites citizens to speak on any topic- However, unless the item is specifically noted on

the person nnking the inquiry to visit with Ciry Staff about the issue. No Council deliberation is permitted.

1. Consider approval of minutes from the City Council Meeting held on June 18,2020. (Staff Resource:

2. Consider approval of a resolution of the City of Joshua, Texas, desigrrating Scott Porter as employee
to calculate the no-new-revenue tax rate in accordance with the Texas Tax Code. (Staff Resource: A

3. Consider approval of a Memorandum of Understanding between the City of Joshua and the Joshua
Independent School District outlining services provided and responsibilities of the Joshua Police
Department and the Joshua Independent School District; and authorizing the Mayor to sign. (Staff

4. Consider approval of an Interlocal Agreement for Water Utilities Facilities Relocations and
Maintenance between Johnson County Special Utility District and the City of Joshua relative to the
Cooper Valley Phase 5. (Staff Resource: A. Maldonado)
Councilmember Kimble moved to separate all items in the Consent Agenda. Councilmember
Purdom seconded the motion. The motion passed unanimously.
Councilmember Moore moved to approve the minutes from the City Council Meeting held on June
|8,2OZO. Councilmember Kimble seconded the motion. The motion passed unanimously.
Councilmember Moore moved to approve a resolution designating Scott Porter as employee to
calculate the no-new-revenue tax rate in accordance with the Texas Tax Code. Councilmember
Nichols seconded the motion. The motion passed unanimously.
Councilmember Kimble moved to approve a Memorandum of Understanding between the City and
the Joshua Independent School District outlining services provided. Councilmember Purdom
seconded the motion. The motion passed unanimously.
Councilmember Kimble moved to approve an Interlocal Agreement for Water Utilities Facilities
Relocations and Maintenance between Johnson County Special Utility District and the City of
Joshua. Councilmember Nichols seconded the motion. The motion passed unanimously.

l. Public hearing on the request for zoning change from Agricultural District to R-1, Single Family
Residential District on a L59 acre tract of land generally located at the southwest comer of Conveyor
Drive and County Road 800-A, locally known as 510 Conveyor Drive, Joshua, Texas 76058. (Staff

Mayor Hollam opened the public hearing at 7:57 pm.
Development Services Director Maldonado stated that Property owners Charles and Mecca Cagle of
510 Conveyor Drive gift deeded a one (l) acre tract of land to their daughter. Mr. Maldonado stated
that in order for Ms. Sims to obtain a building permit to construct a single family residential home on
her one ( l) acre parcel, she will have to plat the property. In addition, he stated before obtaining a
plat she has to have the proper zoning in place.
Development Services Director Maldonado stated that both parcels are included in this request to
bring them into conformance with the lot sizes needed for the district. In addition, he stated that the
proposed rezoning request complies with the Future l-and Use Plan.
Development Services Director Maldonado stated that the Planning and Zoning Commisston
unanimously approved the rezoning request on luly 6,2020, and has made a recommendation to the
City Council for approval.
After no more comments, Mayor Hollarn closed the public hearing at 8:00 pm.
2. Discuss, consider, and take action on an Ordinance amending the official zoning map of the City of
Joshua, Texas, by changing the zoning on property located at 510 Conveyor Drive in the City of
Joshua, Texas, consisting of approximately 1.59 acres of land more particularly described as abstract
145 J.H. Cooper Survey in the City ofJoshua, Johnson County, Texas, from Agricultural District (A)
to Single-Family- Residential District (R-l); repealing all conflicting ordinances; providing a
severability clause; providing for a penalty; providing for publication; and providing an effective

Councilmember Purdom moved to approve an Ordinance amending the official zoning map of the
City of Joshua, Texas, by changing the zoning on property located at 5 l0 Conveyor Drive in the City
of Joshua, Texas, consisting of approximately 1.59 acres of land more particularly described as
abstract 145 J.H. Cooper Survey in the City of Joshua, Johnson County, Texas, from Agricultural
District (A) to Single-Family- Residential District (R-l ). Councilmember Kidd seconded the motion.
The motion passed unanimously.

making findings; providing for severability, savings and repealing clauses; providing for penalties;

Councilmember Kimble moved to approve an Ordinance of the City Council of the city of Joshua,
Texas, amending subpart (6) of subsection (A), "Generally," of section 10.3.1, "Easements,"
contained in the City's Subdivision Ordinance, exhibit "A" to Article 10.02.001. "Subdivision
Ordinance." Of Chapter 10, "Subdivision Regulation," of the Code of Ordinances of the City of
Joshua, Texas. Councilmember Moore seconded the motion. The motion passed unanimously.
4. Discuss, consider, and take action on a waiver application filed by Sherry Kemp regarding the height
requirements of a privacy fence. (Staff Resouce: A. Maldonado)
Councilmember Kidd moved to approve a waiver application filed by Sherry Kemp regarding the
height requirements of a privacy fence permitting the fence to be Sft in height. Councilmember
Kimble seconded the motion. The motion passed unanimously.
5. Discuss, consider, and take action on an agreement between the City of Joshua and Johnson County
for Election Services for the November 3, 2020 General Election; and authorize the Mayor to sign all
necessary documents. (Staff Resouce: A. Holloway)
Councilmember Moore moved to approve an agreement between the City of Joshua and Johnson
County for Election Services for the November 3, 2020 General Election; and authorize the Mayor to
sign all necessary documents. Councilmember Purdom seconded the motion. The motion passed
unanimously.

H. ADJOURNMENT
The City Council reserves the right to meet in Executive Session closed to the public at any time in the course of this
meeting to discuss matters listed on the agenda, as authorized by the Texas Open Meetings Act, Texas Government
Code, Chapter 551, including 551.071 (private consultation with the attorney for the City); 551.072 (discussing
purchase, exchange, lease or value of real property); 551.074 (discussing personnel or to hear complaints against
personnel); and 551.087 (discussing economic development negotiations). Any decision held on such matters will be
taken or conducted in Open Session following the conclusion of the Executive Session.
Pursuant to Section 551.127, Texas Government Code, one or more Councilmembers may attend this meeting
remotely using videoconferencing technology. The video and audio feed of the videoconferencing equipment can be
viewed and heard by the public at the address posted above as the location of the meeting. A quorum will be physically
present at the posted meeting location of City Hall.
In compliance with the Americans with Disabilities Act, the City of Joshua will provide reasonable accommodations
