A Regular Meeting will be held immediately following the Work Session in the Council Chambers at Joshua City Hall, located at 101 S. Main St., Joshua, Texas. This meeting is subject to the open meeting laws of the State of Texas. A. CALL TO ORDER AND ANNOUNCE A QUORUM PRESENT Mayor Kimble announced a quorum and called the meeting to order at 6:31 pm. B. PLEDGE OF ALLEGIANCE 1. United States of America 2. Texas Flag C. INVOCATION Invocation was given by Councilmember Mike Kidd. 1. Review and discuss questions related to the budget report for August 2025. (Staff Resource: M. Peacock) City Manager Peacock presented the August 2025 Budget Report, noting that only two months remain before the fiscal year closes. He stated there were no major changes to report at this time. 2. Discussion on the Animal Shelter Fundraiser Campaign. City Secretary Holloway provided a brief update on the Animal Shelter Fundraising Campaign, noting that a T-shirt contest is currently underway. She also shared that JISD is developing a plan to assist with the campaign, and several other initiatives are in progress. 3. Discussion on the agreement with the Joshua Area Chamber of Commerce and direct staff regarding the exploration of a possible new chamber organization. (Staff Resource: N. Fussner) City Manager Peacock provided an update, stating that the plan is to establish a new board. He mentioned the possibility of requesting the City Council to appoint the members. City Manager Peacock stated that he also met with the Type A EDC, and Councilmember Anderson provided an update on behalf of the Type A Board. City Council gave directions to continue moving forward with efforts to create an active and effective Chamber of Commerce. E. UPDATES FROM MAYOR AND COUNCIL MEMBERS, UPDATES FROM CITY STAFF MEMBERS: Pursuant to Texas Government Code Section 551.0415, the Mayor and Members of the City Council may report on the following items of community interest, including (1) expressions of thanks, congratulations, or City Council Regular Meeting September 18, 2025 Page 1 of 7 Docusign Envelope ID: E4E6E9CB-0221-4B11-A682-80833C18185F condolences; (2) information about holiday schedules, (3) recognition of individuals; (4) reminders about upcoming City Council events; (5) information about community events; and (6) announcements involving any imminent threat to public health and safety. Staff Updates will address operational issues in various City departments. No deliberation is authorized under the Texas Open Meetings Act. Mike Peacock reported that the Humane Society has agreed to take in up to five dogs at a time. He noted that the City is providing some cages and has developed a cost estimate to assist with the adoption of dogs that are deemed adoptable. F. PUBLIC FORUM, PRESENTATION, AND RECOGNITION: The City Council invites citizens to speak on any topic. However, unless the item is specifically noted on this agenda, the City Council is required under the Texas Open Meetings Act to limit its response to responding with a statement of specific factual information, reciting the City's existing policy, or directing the person making the inquiry to visit with City Staff about the issue. Therefore, no Council deliberation is permitted. Each person will have 3 minutes to speak. Chief Fullagar introduced the new Police Officer, Chris Fetters. Speakers: • Craig Hunley – Spoke regarding JCAD nominations, noting that Peter Stenson is running for re- election. • Peter Svendsen – Provided an update on recent actions taken by JCAD, including a $500,000 budget reduction, the dismissal of the Chief Appraiser, and the initiation of a comprehensive office audit. • Brandi McNeil – Reported that all outstanding tax issues have been resolved, including reinstatement with TWC due to previously unpaid taxes. She mentioned that two board members resigned after several agenda items were tabled at a meeting. Ms. McNeil stated she has attempted to contact Nora without success, but has received support from the Texas Chamber Organization, which has agreed to assist. The current Chamber has over 60 members. She expressed understanding that the City may be starting a new chamber but hopes to continue working collaboratively with the City and EDC. 1. Presentation on Delinquent Tax and Court Fine/Fee Collections by Alison Callison, Attorney and Partner with Perdue, Brandon, Fielder, Collins & Mott, LLP. Ms. Alison Callison, attorney and partner with the law firm Purdue, provided an overview of the firm’s history, mission, and core values. She explained their work in tax and court collections and noted that Bruce serves as the senior partner. Ms. Melissa, also with the firm, gave a court collections report noting $5 million in total collections, with $1.6 million collected and $4.3 million outstanding. She also shared that a new text messaging program has been implemented to assist with collections. 2. Proclamation declaring September 17–23, 2025, as Constitution Week, in recognition of the signing of the United States Constitution. Mayor Kimble read aloud and signed a proclamation recognizing Constitution Week. G. CONSENT AGENDA 1. Discuss, consider, and possible action on the August 21, 2025, meeting minutes. 2. Discuss, consider, and possible action on a Resolution adopting the purchasing policy. (Staff Resource: M. City Attorney provided additional clarification, explaining that the proposed ordinance update is intended to align the City’s regulations with current state law. There were no public comments.
