MINUTES – JOINT SESSION TYPE A ECONOMIC DEVELOPMENT CORPORATION BOARD TYPE B ECONOMIC DEVELOPMENT CORPORATION AND PARKS BOARD REGULAR SESSION MONDAY, AUGUST 12, 2019 6:30 P.M. Type A EDC Members Present: Daron Beck, Chairman; David Morgan, Place 1; John Mauldin, Place 3; Linda Childers, Place 4; and Gary Miller, Place 6 Type A EDC Members Absent: Jeff Jones, Place 2; and Richard Vandergriff, Place 7 Type B EDC & Park Board Members Present: Pam Ingram, Chairman; Glen Walden, Place 1; Merle Breitenstein, Place 2; Bill Funderburk, Place 3; Dustin Dees, Place 4; and Jerry Moore, Place 5 Type B EDC & Park Board Members Absent: Kim Kimble, Place 6 City Staff Present: Joshua Jones, City Manager; Miranda Szurgot, EDC Coordinator; Jeff Moore, City EDC Attorney; and Lisa Dawn Cabrera, City Secretary A. CALL TO ORDER AND ANNOUNCE A QUORUM IS PRESENT Chairman Beck called the Type A EDC meeting to order at 6:34 pm. Chairman Ingram called the Type B EDC & Parks Board meeting to order at 6:34 pm. B. EDC TRAINING WITH CITY ATTORNEY Mr. Moore presented the members of the Type A & Type B EDC with EDC training and State Laws governing Economic Development Corporations. C. CONSENT AGENDA 1. Approval of minutes from Type A EDC Board meeting dated June 10, 2019 Board Member Childers made a motion to approve the minutes as presented, seconded by Board Member Mauldin. Motion passed without objection.  2. Approval of minutes from Type B EDC Board meeting dated June 10, 2019 Board Member Funderburk made a motion to approve the minutes as presented, seconded by Board Member Breitenstein. Motion passed without opposition. D. GENERAL ACTION ITEMS 1. Review Financial Statements for July 2019. A brief discussion was held among the members of the Board and City Staff concerning the July financial statements and sales tax revenue. No action was taken on the Financial Statements for July 2019. 2. Discuss and review FY 2019-2020 Budget. A lengthy discussion was held among the members of Board and City Staff concerning the FY 2019-2020 Operating Budgets concerning the change in the formatting, growth factor for the sales tax being a conservative number, expenditures for Type A and Type B, reestablishing the Type B Fund Balance, purchasing land with park dedication fees, bonds, and JBA user fees. No action was taken on the FY 2019-2020 Budget. E. FUTURE AGENDA ITEMS OR REPORTS No agenda items or reports were communicated to staff. F. ADJOURN Chairman Beck adjourned the Type A EDC meeting at 7:40 pm.
