TYPE A ECONOMIC DEVELOPMENT CORPORATION BOARD
TYPE B ECONOMIC DEVELOPMENT CORPORATION AND PARKS BOARD
REGULAR SESSION
JOSHUA FIRE DEPARTMENT, 770 N. MAIN STREET, JOSHUA, TX
MONDAY, MARCH 9, 2020
6:30 P.M.
Type A EDC Members Present: Daron Beck, Chairman; David Morgan, Place 1; Shelly Anderson, Place 2;
Melissa Frazier, Place 3; and Linda Childers, Place 4.
Type A EDC Members Absent: NA
Type B EDC & Park Board Members Present: Glen Walden, Place 1; Merle Breitenstein, Place 2; Jerry
Moore, Place 5; and Kim Kimble, Place 6.
Type B EDC & Park Board Members Absent: Bill Funderburk, Place 3 and Dustin Dees, Place 4; Pam
Ingram, Chairman.
City Staff Present: Joshua Jones, City Manager; Miranda Szurgot, EDC Coordinator, and Alice Holloway, City
Secretary
A. Call to Order and announce a quorum present.
Daron Beck announced a quorum for Type “A” and called the meeting to order at 6:33 p.m.
Jerry Moore announced a quorum for Type “B” and called the meeting to order at 6:33 p.m.
B. Citizens Forum
The Economic Development Corporations invite citizens to speak on any topic. However, unless the item is
specifically noted on this agenda, the Economic Development Corporations are required under the Texas
Open Meetings Act to limit their responses to responding with a statement of specific factual information,
reciting the City’s existing policy, or directing the person making the inquiry to visit with City Staff about
the issue. No Corporation deliberation is permitted. Each person will have 3 minutes to speak.

C. Discuss, consider, and take action on approval of meeting minutes from January 13, 2020.
Glen Walden moved to approve the meeting minutes from January 13, 2020. Jerry Moore seconded the
motion. The motion passed unanimously.
D. Review YTD Financial Statements as of February 2020.
City Manager Jones stated that the financial report was not sent out with the agenda, but if the
board would like for them to be in the future, staff will be glad to comply. Both boards agreed to
direct staff to send out financial reports with the agenda.
City Manager Jones stated that as a community, sales tax is up 4%. In addition, he stated that taxes
are just now where we were in 2011.
Glen Walden questioned if the fund balance is on the report. City Manager Jones stated no, but
would be happy to add it to future reports.
Jerry Moore stated that the board would like to see the fund balance and the park dedication fee
added to the financial report.
E. Discuss, consider and take action to approve an agreement for engineering services for an economic
development project in Joshua Station and to authorize the City Manager to execute the agreement.
David Morgan moved to approve an agreement for engineering services for an economic
development project in Joshua Station and to authorize the City Manager to execute the agreement.
Linda Childers seconded the motion. The motion passed unanimously.
F. Discuss and consider Draft Business Retention & Expansion Program.
City Manager Jones stated that he and Miranda Szurgot have put together a draft Business Retention &
Expansion Plan. City Manager Jones stated that he is asking for the boards to review and make comment.
The boards’ agreed that they would like to see the plan focus on the following:
Mayor/staff meeting with business owners
Chamber-How can they work with owners to improve their business
Facet Grants
12/12 Program that was previously implemented
Daron Beck asked for the breakdown of who is responsible for each task.
G. Discuss and consider possible partnership with retail recruitment companies.
City Manager Jones stated that staff is struggling with data collection and analyzing. City Manager Jones
asked for comments and suggestions on possibly creating a partnership with retail recruitment companies.
Kim Kimble stated that with Starbucks, Burger King, and possibly McDonalds coming to the City, she
believes they will bring attention to companies such as Walgreens, CVS, etc.
Shelly Anderson asked how many companies have staff been in contact with that works with cities our size
and not on the interstate.
Jerry Moore stated that he is only good with it if the company is paid off of their performance.
City Manager Jones asked for direction on if staff should continue researching companies or just wait and
see what happens in the near future.
The boards’ gave direction to City Manager Jones to issue a request for proposals (RFP).
H. Discussion on Economic Development Issues related the City’s 5-Yr Strategic Plan update.
City Manager Jones explained to the new board members what the process is of updating the CIP (5
year plan). Glen Walden questioned the financial agreement between the City and the sports
association. Glen Walden asked City Manager Jones to get a report from the sports association
showing how much they give back to tournaments.
City Manager Jones explained what Motel/Hotel Hot Tax is and the state regulations. City
Manager Jones stated that it might be possible to use funds for field improvements.

Daron Beck adjourned the Type “A” EDC meeting at 7:53 pm.
Jerry Moore adjourned the Type “B” EDC & Parks Board meeting at 7:54 pm.

The Joshua Type A Economic Development Corporation Board and Type B Economic Development Corporation
and Park Board will hold a Joint Regular Meeting at 6:30 p.m. in the Training Room at the Joshua Fire Station
located at 770 N. Main Street, Joshua, Texas on Monday, March 9, 2020. This meeting is open to the public and
subject to the open meeting laws of the State of Texas.

J. Adjourn
The Type A & Type B Economic Development Corporations reserve the right to meet in Executive Session closed
to the public at any time in the course of this meeting to discuss matters listed on the agenda, as authorized by the
Texas Open Meetings Act, Texas Government Code, Chapter 551, including 551.071 (private consultation with the
attorney for the City); 551.072 (discussing purchase, exchange, lease or value of real property); 551.074 (discussing
personnel or to hear complaints against personnel); and 551.087 (discussing economic development negotiations).
Any decision held on such matters will be taken or conducted in Open Session following the conclusion of the
Executive Session.
Pursuant to Section 551.127, Texas Government Code, one or more Directors may attend this meeting remotely using
videoconferencing technology. The video and audio feed of the videoconferencing equipment can be viewed and
heard by the public at the address posted above as the location of the meeting. A quorum will be physically present
at the posted meeting location of City Hall.
In compliance with the Americans with Disabilities Act, the City of Joshua will provide reasonable accommodations
for disabled persons attending this meeting. Requests should be received at least 24 hours prior to the scheduled
meeting by contacting the City Secretary's office at 817/558-7447.
