MINUTES ARCHITECTURAL REVIEW COMMITTEE DATE: Tuesday, November 13, 2018 @7:30 AM Kalispell City Hall, 201 1st Ave E MEMBERS PRESENT: Russ Skelton; Janet Clark; Julia Pierrottet; Bill Goodman; David Kohl; John Hinchey(Chairman) OTHERS PRESENT: City Staff – PJ Sorensen, Tom Jentz, Kari Hernandez # Of Guests: 3 Hear the Public: None Approval of Minutes: Bill moved to approve the October 23 minutes; Russ seconded. Approved 6-0 Old Business: None New Business: Signs: Urban Bricks Pizza – 635 Treeline; wall signs; Rose Therrien present as representative from Western Neon; Bill moved to approve; Janet seconded. Approved 6-0. Ridgeline Innovations – 415 W. Montana; freestanding sign; Dean Hadley, owner, present as representative; David moved to approve sign only with no lighting and landscaping as shown; Julia seconded. Approved 6-0. Dean advised they may decide to light the sign, if so he will be required to submit lighting design to PJ for code review. Bliven Law Firm – 704 Main St; freestanding sign; no representative present; at this time there are issues with the location and height of the proposed sign that still need to be reviewed. Board is happy with the sign face; Russ moved to approve the sign face pending zoning review of location and height; Julia seconded. Approved 5-1. Scottys Bar – 2205 Hwy 93 S; wall and freestanding signs; Jonathon Conley present as representative from Anything Graphics. Pole is proposed to be cut down from 60’ to 45’,  however the height may have to be lowered depending on distance from sidewalk, PJ is waiting on a site plan and more measurements. Winchester Steakhouse sign is being refurbished with a 25 year gold leaf textured paint. Scottys and Steakhouse wall signs on front of building will be smaller and lite with gooseneck lighting. Arrow sign will be internally lit but the bulbs on the outside cannot be exposed, board discussed using dummy bulbs for effect or possibly using an opaque cover or domed shield, sign is two-sided. David moved to approve the wall signs only and table the freestanding sign pending site plan and more information from rep; Bill seconded. Approved 6-0. Building Permits: None Other Discussion: ARC standards – ongoing discussion ARC awards – will be presented at the City Council meeting on 11/19/18 Board member Russ Skelton will be stepping down after 13 years on the board, at this time his last meeting will be May 2019.
