Page 1 of 1  MEMORANDUM To: Doug Russell – City Manager CC: Susie Turner – Public Works Director From: Keith Haskins – City Engineer Re: Traffic Calming Meeting Date: 10/11/2021 BACKGROUND: The Public Works Department receives correspondence from residents and commuters concerning traffic control at intersections, speeding, parking, pedestrian accommodations, etc. Of the comments received, a majority are in regard to perceived driving speeds and the corresponding requests for one or more stop signs to be placed at an intersection nearby the requester’s home or the intersection of concern. Public Works logs the requests and places them in a queue for review. As time permits, engineering staff will review the requests to determine if the request has merit via warrants listed in the Manual on Uniform Traffic Control Devices (MUTCD). The City of Kalispell follows the MUTCD for the placement of traffic control devices within the city’s jurisdiction. The MUTCD meets the requirements of the Highway Safety Act of 1966 which requires traffic control devices on all streets and highways open to public travel in each State to be in substantial conformance with the standards issued or endorsed by the Federal Highway Administration (FHWA). The MUTCD has been administered by the FHWA since 1971 for this purpose. MEETING PRESENTATION: During the work session, Public Works staff will be leading discussion on the following items: • An overview of the City’s process for traffic reviews • Discussion on traffic calming options o Several options exist and have been included as part of the recently adopted Transportation Plan • Site specific information for East Oregon. Public Work’s traffic analysis identified continuous excess speeding throughout the East Oregon corridor from Whitefish Stage Road to Hwy 93 N. • Traffic circle considerations • Costs and Funding • Policy discussion/direction items: o Warrants o Community buy-in requirements for installations o Costs and budgeting for installation and maintenance
