Each person not a Council member shall address the Council, at the time designated in the agenda or as directed by the Council, by stepping to the podium or microphone, giving that person's name and address in an audible tone of voice for the record, and unless further time is granted by the Council, shall limit the address to the Council to three minutes. b. All remarks shall be addressed to the Council as a body and not to any member of the Council or Staff. c. No person, other than the Council and the person having the floor, shall be permitted to enter into any discussion either directly or through a member of the Council, without the permission of the Presiding Officer. d. No question shall be asked of individuals except through the Presiding Officer. Page 2 of 2 City of Kalispell Post Office Box 1997 - Kalispell, Montana 59903-1997 Telephone (406) 758-7700 Fax - (406) 758-7758 MEMORANDUM To: Doug Russell, City Manager From: Denise Michel, Director of Human Resources Re: Appointment of Interim City Manager Meeting Date: August 11, 2025 BACKGROUND: With the pending vacancy in the City Manager position, beginning August 21, the Council has started discussions regarding a search to fill this position. It is estimated that this process could take four to six months. During this time, it is important to fill this vacancy with an interim appointment for the continued operations of the City. Development Services Director, Jarod Nygren, has served in the capacity of Acting Manager throughout his tenure with the City of Kalispell and has expressed interest in serving in the Interim Role. At the meeting on August 11, it is recommended that Council consider the appointment of the Interim City Manager, authorizing this individual to operate with the full authority of a City Manager under Kalispell Municipal Code and Montana State Statute. In addition to the appointment, it is recommended that the Interim City Manager appointment include additional compensation to better reflect the increased responsibilities and roles that will be undertaken during the period of initial appointment, August 12, through the starting date of the permanent hire, or until further action is taken by the Council. FISCAL IMPACT: It is recommended that Council approve an additional $3500 per month during this time frame of the Interim City Manager Appointment. RECOMMENDATION: It is recommended that the City Council pass Resolution 6275, a resolution appointing Jarod Nygren as Interim City Manager to act with the full authority of the City Position under Kalispell Municipal Code and Montana State Statute, with an additional $3500 per month in compensation, beginning August 12, 2025, and ending when a permanent hire starts employment, or until further council action is taken. RESOLUTION NO. 6275 A RESOLUTION APPOINTING KALISPELL DEVELOPMENT SERVICES DIRECTOR JAROD NYGREN AS THE INTERIM CITY MANAGER FOR THE CITY OF KALISPELL AND AUTHORIZING HIM TO OPERATE WITH THE FULL AUTHORITY OF THE POSITION UNDER KALISPELL MUNICIPAL CODE AND MONTANA STATE STATUTE UNTIL A PERMANENT CITY MANAGER ASSUMES THE ROLE. WHEREAS, beginning August 21, 2025, the Kalispell City Manager position will be vacant and it is important to fill this vacancy with an interim appointment for the continued operations of the City; and WHEREAS, Development Services Director, Jarod Nygren, has served in the capacity of Acting Manager throughout his tenure with the City of Kalispell and has expressed interest in serving in the Interim role; and WHEREAS, it is recommended that Council consider the appointment of Development Services Director Nygren as the Interim City Manager and authorize him to operate with the full authority of a City Manager under Kalispell Municipal Code and Montana State Statute; and WHEREAS, it is also recommended that the appointment includes additional compensation to better reflect the increased responsibilities and roles that will be undertaken by Mr. Nygren through the starting date of the permanent hire, or until further action is taken by the Council. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, AS FOLLOWS: SECTION 1. That Development Services Director Jarod Nygren is appointed the Interim City Manager to operate with the full authority of a City Manager under Kalispell Municipal Code and Montana State Statute on behalf of the City of Kalispell. SECTION 2. That the Interim City Manager appointment includes additional compensation in the amount of $3,500.00 per month to better reflect the increased responsibilities and roles that will be undertaken during that period. SECTION 3. This Resolution shall be effective as of August 12, 2025 and continue in full force until a new City Manager assumes the role or the Council takes further action.
