SITE DEVELOPMENT REVIEW COMMITTEE SUMMARY
Thursday, September 13, 2018
Lower Level Conference Room
201 First Avenue East
ATTENDING:
Jeff Clawson, Building Official Dave Dedman, Fire Chief
Chad Fincher, Parks & Rec. Director Keith Haskins, City Engineer
Rick Parker, Building Plans Examiner Tom Tabler, Senior Civil Engineer
P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary
GUESTS: Jeff Walla (Jackola Engineering); and Margaret Davis (Resident)
HEAR THE PUBLIC: None.
PERFORMANCE BOND REMINDERS: Haskins is working on the spreadsheet to see if a check
off for each department can be added for use once required improvements have been completed, and
to make it more user friendly.
OLD BUSINESS:
Universal Mechanical – HVAC - old Merganthaler building – Center St. Nothing has been
submitted since early June. Sorensen may have Nygren go look at this project as they have vehicles
parking off in the storage area. He’s not sure if they are actually moved in. This will be on the
agenda for next week.
Northwest Drywall – 1109 E Oregon St; new warehouse in the Rail Park at the south end. Updated
plans came in that addressed most issues except for the FDC. They are trying to get some
information on the geo-tech. This will be on the agenda for next week.
Flathead Special Ed Co-op – 21 Meridian Ct; new school building. Public Works is waiting for a
resubmittal from A2Z. Fincher will review their landscaping. Parker has asked them for more
drawings. Sorensen is waiting for updated elevations for ARC. This will be on the agenda for next
week.
Maw – 25 Appleway on the south side; apartments. Two 4-plexes. This went through ARC. Still
waiting on the site and civil drawings. Parker received a little bit in but they haven’t changed the
sidewalk issues that he told them about the first time. On the side where the staircase is coming
down on the ends of the building, they have added some windows. Clawson stated the windows may
1
not be allowed, depending on how close they are to the stairwell. This will be on the agenda for next
week.
KNTC Apartments – Rose Crossing – new apartments. Jeff Walla is present on behalf of this
project. Public Works sent out comments with a shared approach onto Rose Crossing as one of the
conditions. If the approach moves closer to the intersection and gets beyond the shared center line,
this may need to be a right in, right out approach. They will need to keep the water main in the road
for access. Their street address needs to be updated. There will be 96 total units. We will be
reviewing the entire site. This will be on the agenda for next week.
Turley - 749 W Center – change of use to auto restoration. Nothing new has been submitted yet.
This will be on the agenda for next week.
NEW BUSINESS:
PLANNING OFFICE ITEMS:
Downtown Kalispell Urban Renewal Plan – This plan has been moved forward to City Council
with a positive recommendation from the Planning Board.
OTHER REPORTS:
Culligan – 2243 Hwy 93 S - warehouse addition. Walla is here for some preliminary feedback.
They have a 125-foot curb cut. Existing asphalt goes up to the building, and the addition would go
on top of this asphalt. They will put in more asphalt in order to add more parking. There is a 20-foot
setback from the garage door. The path of the forklifts was discussed, as they need to stay out of the
ROW. Haskin asked about a pedestrian plan for the front area along Kelly Road. Walla will discuss
with the owners about the operation and some options that were raised regarding the addition.
The meeting was adjourned at 10:30 a.m.
