SITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, December 5, 2019 First Floor Conference Room 201 First Avenue East ATTENDING: Dave Dedman, Fire Chief Tim Falkner, Administrative Captain Chad Fincher, Parks & Rec. Director Patrick Jentz, Engineer II Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Rick Parker, Building Plans Examiner Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz (Montana Department of Transportation); Brandon Theis (RPA); Mark Johnson (Architect); and Margaret Davis (Resident) HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Frontier Village Apartments – Treeline; new apartment complex. PUD Amendment request for building height (up to 36’ 9” rather than 35’); number of structures/units per lot; garage size. We are still waiting for the Final Plat submittal from WGM. Fincher is still waiting for information on this based on an e-mail he sent weeks ago. P. Jentz is ready to sign off. There is an underlying R-4 zone, but is more like a multi-family zone. The Committee approved all of these requests as minor amendments: 1. Building Height – approved with 37’ building height; 2. Multiple principal structures; 3. Density; and 4. Garage size – scale-wise, their 1,800 sq. ft. is okay. M. Johnson will track down the Final Plat Application. This will be on the agenda for next week. The Crossings – Two Mile Drive; new apartment complex. Tabler noted they are looking at different options for their water main connections. They will need high pressure in this area. Getting high pressure down here, looping it, and trying to stay within their budget is challenging. Public Works needs to look at the water main on the north end to see how the services are hooked in and if that might be an option for them. This is currently a low pressure line that we might look at converting to a high pressure line. That would give them their loop. Sorensen stated that nothing has come back from FEMA yet. P. Jentz stated their storm design has some work to do. They changed it from the little pods all around to just one central area as landscaping. Sorensen added they will have basic carports. There will be a black chain link fence on the east side with a fair amount of landscaping along the fence. The flood plain issues were discussed. This will be on the agenda for next week. Flathead Industries – 40 E Idaho; drive-through/drop-off addition. This is near the intersection of First Avenue EN and W Montana. No status change on this project. The State is adopting new 2018 Building Codes. Parker heard it was at the end of this week. Currently it’s under the 2012’s. The City will then be adopting those 90 days after. If they don’t move ahead on this now to keep their project under the 2012 Building Codes, they will need to resubmit this if they wait until spring. This will be on the agenda for next week. 4th and Zuri – 55 4th Ave WN; remodel existing building to multi-use. This is an old thrift store behind the Center Mall. Tabler is waiting for their check lists and design reports. The west side of the site currently drains to the street. Public Works’ standard is to keep all that drainage on-site, so they may request a deviation. Their rain gardens on the south side encroach into the property line, and they will ask for deviations on that. The rest of their submittal should be forthcoming. This will be on the agenda next week. Universal Mechanical – 707 W Center; convert to HVAC (site work). Sorensen spoke with Rob Smith last week. He asked him to speak with Fincher who has been waiting for three weeks on this. Sorensen stated we could consider having them get a Performance Bond in with the idea that they will do the work in the spring. We could have them sign a Performance Improvement Agreement and get a bond in. Fincher will figure out what Parks will need for a bond. Public Works will need to have sidewalks in front and approaches to be included in the bond. Tabler will send Sorensen an estimated dollar amount needed for Public Works. This will be on the agenda next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: December Meeting Tronstad Annexation – An Application for Annexation of 10 acres on Tronstad on the east side of the highway came in. This is across from Silverbrook. It will have R-2 zoning, which is our lowest density residential. They have no subdivision planned at this time. He plans to sell the property after it is annexed. Work Session – on Stillwater Bend. This is at the west side of Rose Crossing. They just submitted a plat but they have had a layout. They may have a gas station to go in there. Nygren will get their application materials out to everyone. OTHER REPORTS: FVCC – college center preliminary comments. New student center going in off of an existing parking lot. They will be restriping the lot. There will be a secondary access road that will be going off to the side that will be paved and blocked off except during special events. Fire is okay with this. Theis discussed the Traffic Impact Study. They will need two egress routes for the large events at this auditorium. Event staff will split half the traffic to Grandview and the other half around this back “service” road behind Art & Technology. It will be paved out to the cul-de-sac at the O.T. Building. So the traffic will be split after a large event to the two lights. This is a 1,000 seat event area space. Public Works and KPD are fine with this arrangement. The existing fire access asphalt road with the donut by Art & Tech. and they will extend a one-way egress route that will be paved to go back to the cul-de-sac at the O.T. Building. They will have a gate at the cul-de-sac that will have breakable entry for fire trucks. It will have a sign that says “Authorized Vehicles Only.” They will have 260+/- parking stalls, with plenty of handicapped spaces. Grandview improvements have been completed according to Theis. They do have an outdoor amphitheater, too. Their water main is completely under the access road. Their sewer main will be privately owned by the college and will feed the lift station. Their Heavy Ops class will be doing some of the road work. They will be collecting storm drainage for the entire parking lot with a series of inlets, pipe it around, and pick up more flow from the building. It will all be treated through a mechanical separator, and then discharge it to the pond. This site will generate about 50,000 cubic yards of excess material. They will place it in an area as fill for a new soccer field. They will put in a 36” culvert to convey the flow that comes out of Hutton Ranch. They have one 90’ hydrant lateral that they will request a deviation from the City. Their formal review will be in January or February. UPS Expansion on North Meridian – They will probably be coming in in the next couple of weeks for this sizeable expansion. Tom Jentz – This was Tom’s last Site Review Meeting before retiring today. He left us with these words: “A quick note. I remember a time before Site Review, and we’ve had some good times and bad times in here. But the times before Site Review were actually chaotic. This is a wonderful group and just keep at it. Go out and do great things! I’ll miss you all.” The meeting was adjourned at 10:35 a.m. cc: Police City Manager Fairgrounds MDOT Bldg.
