HEAR THE PUBLIC: None
PERFORMANCE BOND REMINDERS: City Attorney is developing a system to manage expired bonds. Planning
sent a follow up email to the Warming Center; they have not responded. Public Works is working with Clark Nissan;
they need to know from Parks if landscaping is required on their bond. Silverbrook Apartments Phase 1 and 4th & Zuri
are getting close. Kalispell Foot & Ankle still needs to send record drawings. Silverbrook 2b and Town Pump have not
changed. Meadows Edge is trying to organize the maintenance and warranty bonds.
OLD BUSINESS:
The Silos Ph 2 (Building D, E, F & G)- 655 Center St; 3 new multifamily buildings and clubhouse – The amenity
building was red-tagged for pouring the foundation without a permit and site review approval. Plan Review has not
received response to comments. Public Works sent Jackola comments from Public Works, Planning, and Parks. This
will be on the agenda next week.
The Harper- 1280 Highway 2 E; new 40-unit multifamily development – Nothing new. This will be on the agenda
next week.
Jiffy Lube- 1290 Highway 2 E; new auto service/repair facility – Nothing new. This will be on the agenda next week.
Parkland Meadows (Lot 7 – Bldgs A&B) – Airport Rd; 2 new multifamily apartment buildings (Buildings A&B) –
Public Works has comments out; the subdivision needs electrical and generator plans. Parks still needs to approve the
subdivision landscaping. This will be on the agenda next week.
Skip’s Hangar – 20 Ryan Lane; new hangar – Plan Review received owner’s letter; Planning sent the Certificate of
Approval. Public Works is still waiting on an updated site plan. Stormwater was addressed with the Master Plan but
Public Works requires a statement from them that it is within the assumptions of the original report. Planning met with
the Airport Association yesterday; they discussed city requirements. Planning will create a city requirement checklist
for each lessee. This will be on the agenda next week.
Fed Ex Expansion – 165 Schoolhouse Loop; 96,256 SF expansion to existing FedEx Building – Building expansion
has been canceled but they may be doing a parking lot expansion. Planning may receive a final site plan today. Public
Works will not allow a dry water main extension. This will be on the agenda next week.
NW MT Head Start – 79 7th Ave EN; addition – Public Works will call the architect; they need to know about the roof
runoff. This will be on the agenda next week.
Eagle Valley Ranch Apartments – Bldgs E,F,G&H – 2000 Jefferson Blvd – Public Works is still waiting on response
to their comments. Planning met with owner; they will be moving the approach as requested. Fire Department is ok
with moving the approach. Hydrant locations have been approved. Public Works will do the DEQ review. This will be
on the agenda next week.
Creekside Commons – Glenwood Dr; new apartment building – Public Works is waiting on a resubmittal and received
some DEQ information. This will be on the agenda next week.
Flathead County Courthouse West – 935 1st Ave W; adding enclosed pedestrian walkway – Approved however ARC
approval is still pending.
Laird Noller Truck & RV – 3178 Hwy 93 S; new truck & RV service center – Planning was contacted by R Porch
Construction to provide information on the project. Plan Review is working with them to provide more information.
Public Works is still waiting for more information from them. DEQ approval is pending. This will be on the agenda
next week.
Silverbrook Garages – updated site plan/garage layout – Public Works is still waiting on information from them. This
will be on the agenda next week.
Montana Basecamp PUD Amendment – Public Works sent an email regarding ownership. Planning, City Attorney,
and Public Works met with them regarding consecutive system. Planning received an email from them approving extra
time for PUD amendment request. They sent new plans, but Parks has not seen them. Public Works will contact them
regarding the consecutive system and private sewer main. This will be on the agenda next week.
Parkland Meadows (Lot 5 - Bldgs D&E) – Airport Rd; multifamily – Per Public Works, the subdivision needs
electrical and generator plans. Parks still needs to approve the subdivision landscaping. This will be on the agenda
next week.
Apartments at Two Mile – 75 & 85 Financial Drive; multifamily – Public Works’ review is almost complete. DEQ
deviation approval is still pending (DEQ meeting is Tuesday 9/27/22). Fire Department approved hydrant locations
but has some questions regarding the FDC locations. Plan Review is almost complete but has questions regarding a
staircase. Planning will update Parks on this discussion. Karl from Jackola would like to have the road in and site
work complete before winter but the landscaping plan a few weeks from completion. This will be on the agenda next
week.
Gateway Mall Parking lot – 1203 Hwy 2 W – parking lot remodel – KLJ is still working on a floodplain permit.
Public Works will require a connector sidewalk on Glenwood. Planning will follow up with landscaping question; the
parking count is ok. This will be on the agenda next week.
NEW BUSINESS: None.
OTHER COMMENTS:
Take 5 Oil Change – 52 N Main Street – Sent plans for preliminary comments. Fire Department access, parking,
setbacks, landscape buffers, combustible construction, and trail screening were discussed. Planning to send plans to
MDT for preliminary comments.
Subdivision Review Meetings – Planning to schedule monthly subdivision review meetings for the 1st Thursday of the
month immediately after Site Review Committee meetings.
Public Works Plan Review Software RFP – Public Works started RFP for Plan Review Software. Planning Director
and Building Official to attend selection meetings.
Meadows Edge Phases 4A&4B - Planning is working on the agency referral for updated. They will need to finish
landscaping on 3 Mile Drive.
