COUNCIL PROCEEDINGS - COUNCIL CHAMBERS –
KAUKAUNA, WISCONSIN – DECEMBER 2, 2025
Pursuant to adjournment on November 18, 2025, a meeting of the Common Council of the City of
Kaukauna was called to order by Mayor Penterman at 7:00 P.M. on Tuesday, December 2, 2025.
Roll call present: Antoine, DeCoster, Eggleston, Kilgas, Moore, Schell, Schumacher, and Thiele.
Also present: Mayor Penterman, Attorney Greenwood, DPW/ Eng. Neumeier, HR Director Hodge
(Zoom), Fin. Dir. Van Rossum, and interested citizens.
One minute of silent prayer and the Pledge of Allegiance to the American Flag observed by the
assembly.
PRESENTATION OF LETTERS, PETITIONS, REMONSTRANCES, MEMORIALS, AND ACCOUNTS
Democratic Party of Outagamie County Election Inspector Nominations.
Motion by Moore, seconded by Schell to receive and place on file the letter from the Democratic
Party of Outagamie County Election Inspector Nominations.
All Ald. voted aye.
Motion carried.
Republican Party of Outagamie County Election Inspector Nominations.
Motion by Antoine, seconded by Eggleston to receive and place on file the letter from the
Republican Party of Outagamie County Election Inspector Nominations.
All Ald. voted aye.

Motion by Kilgas, seconded by Moore to receive and place on file the Democratic Party of
Outagamie County Election Inspector Nominations.
All Ald. voted aye.

Motion by Moore, seconded by Antoine to receive and place on file the Republican Party of

The following applicants have applied for an operator’s license for the license year 2024-2026 and
have been recommended for approval based on their record check by the police department:

Motion by DeCoster, seconded by Moore to approve the operator/bartender licenses as listed.

the Christmas Tours on December 6, 13, & 14, 2025 from 2pm-7pm.
Motion by Kilgas, seconded by DeCoster to approve Special event application and amplified noise
request to the Friends of the Grignon Mansion for the Christmas Tours on December 6, 13, & 14,
2025 from 2pm-7pm.

Request for special allowance of horses from the Friends of the Grignon Mansion for Christmas

Motion by Thiele, seconded by Antoine to allow the Community Enrichment Director to enter into an
agreement with Electric City Dance Company LLC.

Employee Handbook Changes.
Motion by Moore, seconded by Schell to approve the employee handbook changes with the
amendments.

PRESENTATION OF ORDINANCES AND RESOLUTIONS
Ordinance 1939-2025 Ordinance Amending Section 7.12 (1)(q) and (bc).
Motion by Moore, seconded by Thiele to suspend the rules and waive the reading of Ordinance
1939-2025 Ordinance Amending Section 7.12 (1)(q) and (bc).
All Ald. Voted aye.

Motion by Moore, seconded by Antoine to adopt Ordinance 1939-2025 Ordinance Amending
Section 7.12 (1)(q) and (bc).

ALDER REQUESTS FOR DISCUSSION AT THE NEXT COMMON COUNCIL MEETING
Alder Antoine requested a discussion on a lighting ordinance and Alder Eggleston requested an
update on wayfinding signs.
CLOSED SESSION
Adjourn to Closed Session Pursuant to State Statute 19.85(1)(g) Conferring with legal counsel for
the governmental body who is rendering oral or written advice concerning strategy to be adopted
by the body with respect to litigation in which it is or is likely to become involved – Compensation-
setting process.
Motion by Moore, seconded by Eggleston to adjourn to Closed Session Pursuant to State Statute
19.85(1)(g) Conferring with legal counsel for the governmental body who is rendering oral or written
advice concerning strategy to be adopted by the body with respect to litigation in which it is or is
likely to become involved – Compensation-setting process.
All Ald. voted aye.
