COUNCIL PROCEEDINGS - COUNCIL CHAMBERS – KAUKAUNA, WISCONSIN – JANUARY 6, 2026 Pursuant to adjournment on December 16, 2025, a meeting of the Common Council of the City of Kaukauna was called to order by Mayor Penterman at 7:00 P.M. on Tuesday, January 6, 2026. Roll call present: Antoine, DeCoster, Eggleston, Kilgas, Moore, Schell, Schumacher, and Thiele. Also present: Mayor Penterman, Attorney Greenwood, DPW/Eng. Neumeier, Fire Chief Carrel, HR Director Hodge, Police Chief Graff, Fin. Dir. Van Rossum, Mark. and Com. Manager Fencl, Associate Planner Nelson (Zoom), Library Director Thiem-Menning (Zoom), and interested citizens. One minute of silent prayer and the Pledge of Allegiance to the American Flag observed by the assembly. PRESENTATION OF LETTERS, PETITIONS, REMONSTRANCES, MEMORIALS, AND ACCOUNTS PUBLIC APPEARANCES Eric Bestul, 4301 Springcrest Drive, Kaukauna, discussed his support for the roundabout on highway 55 and Morningside Drive. Bestul expressed how the community voted in favor of the school and the roundabout. BUSINESS PRESENTED BY THE MAYOR Retirement of Lonny Ziemer 28 years - Kaukauna Fire Department. Mayor Penterman congratulated Lonny Ziemer on 28 years with the Kaukauna Fire Department and presented him with a gift. Retirement of Brad Sanderfoot 26 years - Kaukauna Police Department. Mayor Penterman congratulated Brad Sanderfoot on 26 years with the Kaukauna Police Department and presented him with a gift. Proclamation National Law Enforcement Appreciation Day (LEAD). Mayor Penterman read the proclamation National Law Enforcement Appreciation Day (LEAD). Motion by Moore, seconded by Kilgas to receive and place on file the Proclamation National Law Enforcement Appreciation Day (LEAD). All Ald. voted aye. Motion carried. CONSENT AGENDA Board of Public Works Meeting Minutes of January 5, 2026. Legislative Meeting Minutes of January 5, 2026. Common Council Meeting Minutes of December 16, 2025. Bills Payable. Motion by Moore, seconded by Eggleston to adopt the consent agenda as presented. All Ald. Voted aye. Motion carried. REPORTS OF STANDING AND SPECIAL COMMITTEES Operator (Bartender) Licenses. The following applicants have applied for an operator’s license for the license year 2024-2026 and have been recommended for approval based on their record check by the police department: Stadtmueller L Krista Freedom Verbeten J Jeremy Kaukauna Schmidt R Courtney Kaukauna Gilbert S Jonathan Little Chute Vanden Bloomer M Kayla Kaukauna Hunt A Cara Kaukauna Motion by DeCoster, seconded by Antoine to approve the operator/bartender licenses as listed. All Ald. Voted aye. Motion carried. REPORTS OF CITY OFFICERS Building Permit Fee Update. Staff have taken time to review the existing fee structure for building permits and are recommending the following fee changes to be more reflective of the cost to the city for review and inspection: Accessory Structure Demolition: Introduce a separate fee of $50 (accessory structure demolitions are currently included under general building demolition at $200), Decks: Increase fee from $60 to $100 (due to review time and multiple inspections required), Detached Garage: Increase fee from $100 to $130 (due to review time and multiple inspections required), Patios: Introduce a new permit fee of $60 (currently no permit is required, but review of setbacks and lot coverage is still needed), Storage Shed: Increase fee from $60 to $80 (due to review time and multiple inspections required), and Swimming Pool: Increase fee from $60 to $80 (due to review time and multiple inspection required). Motion by Moore, seconded by Schell to approve the building permit fee schedule as presented, to go into effect February 1, 2026. All Ald. Voted aye. Motion carried. PRESENTATION OF ORDINANCES AND RESOLUTIONS ALDER REQUESTS FOR DISCUSSION AT THE NEXT COMMON COUNCIL MEETING Alder Thiele requested a discussion on special assessments and if alternative funding can be used instead of residents paying for special assessments. Alder Eggleston requested a discussion on the chicken ordinance. CLOSED SESSION Adjourn to Closed Session Pursuant to State Statute 19.85(1)(e) for deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive bargaining reasons require a closed session - Central Block. Motion by Moore, seconded by Kilgas to adjourn to Closed Session Pursuant to State Statute 19.85(1)(e) for deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive bargaining reasons require a closed session - Central Block. Adjourn to Closed Session Pursuant to 19.85(1)(c) to discuss employment, promotion, compensation or performance evaluation data of any public employee - Employee resignation. Motion by Eggleston, seconded by Antoine to adjourn to Closed Session Pursuant to 19.85(1)(c) to discuss employment, promotion, compensation or performance evaluation data of any public employee - Employee resignation. All Ald. Voted aye. Motion carried. Adjourned to closed session at 8:06 PM. Return to Open Session for possible action. Motion by Kilgas, seconded by Schell to return to open session. All Ald. voted aye. Motion carried. Returned to open session at 8:22 PM. Motion by Moore, seconded by Thiele to allow HR to fill the Finance Director/ Treasurer position due to resignation. All Ald.
