HEALTH AND RECREATION COMMITTEE A meeting of the Health and Recreation Committee was called to order by Chair DeCoster on Monday, June 16, 2025 at 6:52 P.M. Members present: DeCoster, Kilgas (Zoom), Schell, and Thiele. Also present: Ald. Moore, Ald. Schumacher, Ald. Antoine, Mayor Penterman, Attorney Greenwood, DPW/Eng. Neumeier, Chief Graff, Chief Carrel, Senior Project Engineer Bodoh, Mark. and Com. Manager Fencl (Zoom), and interested citizens. 1.Correspondence – none. 2.Discussion Topics. a. Tavern Report. Chief Graff presented the 2025 Tavern Report. Discussion held and questions answered. Motion by Thiele, seconded by Schell to receive and place on file the Tavern Report. All members voted aye. Motion carried. b. Solicitor Licenses. The following applicant has applied for a solicitor’s license for the license year 2025 and has been recommended for approval based on their record check by the police department: Sydney Bollinger L. 2850 Carmar Way San Diego Motion by Schell, seconded by Thiele to grant the Solicitor License. All members voted aye. Motion carried. c. 2024-2025 Beer and Liquor License. Motion by Schell, seconded by Kilgas to grant the 2024-2025 Beer and Liquor License. All members voted aye. Motion carried. d. 2025-2026 Beer and Liquor Licenses. Motion by Thiele, seconded by Schell to grant the 2025-2026 Beer and Liquor Licenses in compliance. All members voted aye. Motion carried. Motion by Thiele, seconded by Schell to reconsider the 2025-2026 Beer and Liquor Licenses list. All members voted aye. Motion carried.  Motion by Thiele, seconded by Schell to approve the 2025-2026 Beer and Liquor Licenses pending department approval. All members voted aye. Motion carried. e. 2025-2026 Sidewalk Display and Sidewalk Cafe' Permits. Motion by Schell, seconded by Thiele to approve the 2024-2025 Sidewalk Café Permits. All members voted aye. Motion carried. f. Request for Advertising Sign at Dog Park. A new request for an advertising sign has been submitted by CO4 Workspace for their café. The city dog park is one noted park where advertising is allowed and currently exists. Staff is seeking approval of the new proposed sign and approval of an updated fee/policy. The original proposal in the early 2000’s was 4 years for $400 for a 32” x 48” sign. Discussion held and questions answered. Motion by Thiele, seconded by Schell to direct staff to use the conditions for advertising signs at parks with any updates discussed and return with recommendations for changes to ordinance and written policy at a future meeting All members voted aye. Motion carried. g. Special Event Application and Amplified Music Request to Bank of Kaukauna for their Customer Appreciation Night for July 24, 2025. Motion by Schell, seconded by Thiele to approve the Special Event Application and Amplified Music Request to Bank of Kaukauna for their Customer Appreciation Night for July 24, 2025. All members voted aye. Motion carried. h. Temporary Class B License to American Legion Post 258 on August 19, 2025, for the St. Paul Elder Services Car Show & Brat Fry. Motion by Thiele, seconded by Schell to pull Temporary Class B License to American Legion Post 258 on August 19, 2025, for the St. Paul Elder Services Car Show & Brat Fry from the agenda and direct staff to work with the applicant to submit a complete application and bring this item back on a future agenda.
