BOARD OF PUBLIC WORKS
A meeting of the Board of Public Works was called to order by Chair Thiele on Monday, August 18,
2025, at 6:00 P.M.
Members present: Antoine, Eggleston, Kilgas, Moore, Schell, Schumacher, and Thiele.
Also present: Mayor Penterman, Attorney Greenwood, DPW/Eng. Neumeier, HR Director Hodge,
Mark. and Com. Manager Fencl, Com. Enrich. and Rec. Director Vosters, Com. Enrich. Prog. Manager
Engels, Street Superintendent Van Gompel, Fin. Dir. Van Rossum, Fire Chief Carrel, Police Chief Graff,
Library Director Thiem-Menning, and interested citizens.
Absent & Excused: DeCoster.
Motion by Moore, seconded by Eggleston to excuse the absent members.
All members present voted aye.
Motion carried.

2. Discussion Topics.
a. Recommendation for award of Grader.
Back in July when the grader replacement was first discussed lease options were looked at and
determined not to be a financially responsible route for this tractor. Rental options was an avenue
requested to investigate. Rental equipment is an operating expense. Moving $30,000 from
capital/debt services to general operating expenses for rent would inevitably take funding away from
other department priorities. With the size and growth of our city, a grader is a vital piece of
equipment for emergency operations. Discussion held and questions answered.
Motion made by Antoine, seconded by Kilgas to authorize Street Superintendent to award bid for
the replacement of the 1991 John Deere Grader to Fabick Cat for $398,900 and to sell the current
grader outright.
All Ald. voted aye.
Motion carried.
b. Garbage Collection Route Proposed Changes.
There has been growth in a few areas of the city that has brought the number of stops to a point
where a third operator and truck have been scheduled to finish routes on their scheduled days. City
collection routes have not been adjusted in 15 years. With the proposed map we were able to reduce
the number of stops on our Monday-Wednesday routes while adding over 500 stops to Thursday’s
route. This addition to Thursday’s route would require a second operator and truck to be scheduled
for this day’s collection. Currently, 2-3 trucks are scheduled for Monday-Wednesday routes where
Thursday’s route is completed by one. Discussion held and questions answered.
Motion made by Moore, seconded by Schell to direct staff to finalize and implement garbage route
changes.
All Ald. voted aye.
Motion carried.
c. Public Works Updates.
Street Superintendent Van Gompel provided public works updates. Strassburg park is almost
complete, with the installation of park equipment, retaining wall, and pavilion yet to come. Van
Gompel thanked the Kaukauna High School football team for helping the street department at the disc
golf course and the dog park.

Motion made by Moore, seconded by Eggleston to adjourn.
All Ald. voted aye.
