COUNCIL PROCEEDINGS - COUNCIL CHAMBERS – KAUKAUNA, WISCONSIN – JUNE 3, 2025 Pursuant to adjournment on May 20, 2025, a meeting of the Common Council of the City of Kaukauna was called to order by Mayor Penterman at 7:00 P.M. on Tuesday, June 3, 2025. Roll call present: Antoine, DeCoster, Eggleston, Kilgas, Moore, Schell, Schumacher, and Thiele. Also present: Mayor Penterman, Attorney Greenwood, Fire Chief Carrel, Police Chief Graff, Dir. of Plan. and Com Dev. Kittel, Finance Director/ Treasurer Van Rossum, Library Director Thiem-Menning (Zoom), HR Director Hodge (Zoom), and interested citizens. One minute of silent prayer and the Pledge of Allegiance to the American Flag observed by the assembly. PRESENTATION OF LETTERS, PETITIONS, REMONSTRANCES, MEMORIALS, AND ACCOUNTS PUBLIC APPEARANCES Michael Weaver, 516 E 14th Street, Commander of the VFW post 3319, expressed gratitude to the City of Kaukauna staff in their planning of the Memorial Day Ring of Honor event. Mayor Penterman provided pickleball court updates and stated they will be open on Saturday. BUSINESS PRESENTED BY THE MAYOR Public Hearing to consider the rezoning of parcel 322111500 from Industrial (IND) to Commercial Highway District (CHD). Mayor Penterman declared the public hearing open and asked if anyone in the Council Chambers or on Zoom wished to address the Council regarding the rezoning of parcel 322111500 from Industrial (IND) to Commercial Highway District (CHD). After asking two more times if anyone else wished to address the council, no one appeared, Mayor Penterman declared the public hearing closed. Presentation by Jeff Belongia, from HSE, of the 2025 Kaukauna General Obligation and Revenue Bonding Results and Ratings. Jeff Belongia addresses the Mayor and Council and said the city received pretty good interest rates on their General Obligation and Sanitary Sewer Revenue Bonds and that the city is in good financial shape with a AA- rating from Standard & Poor’s. Proclamation declaring June 2025 as Kaukauna Invasive Species Control Month. Mayor Penterman read the Kaukauna Invasive Species Control proclamation and presented it to the 1000 Islands Goat Team. Motion by Moore, seconded by Kilgas to receive and place on file the Kaukauna Invasive Species Control proclamation. All Ald. voted aye. Motion carried. Proclamation National Gun Violence Awareness Day June 6, 2025. Mayor Penterman read the National Gun Violence Awareness Day proclamation. Motion by Antoine, seconded by Schell to receive and place on file the National Gun Violence Awareness Day proclamation. All Ald. Voted aye. Motion carried. Flag Day Proclamation- June 14, 2025. Mayor Penterman read the Flag Day proclamation. Motion by Thiele, seconded by DeCoster, to receive and place on file the Flag Day proclamation. All Ald. Voted aye. Motion carried. Request from Alder Thiele to discuss term lengths for Mayor and City Attorney. Motion by Thiele, seconded by DeCoster, to forward to Legislative Committee to discuss term lengths for Mayor and City Attorney. All Ald. Voted aye. Motion carried. Motion by Eggleston, seconded by Moore, to take up and discuss the term lengths for Mayor and City Attorney. All Ald. Voted aye. Motion carried. Board of Public Works Meeting Minutes of June 2, 2025 Discussion over accuracy of minutes. It was ultimately determined the minutes as presented were correct. Motion by Thiele, seconded by DeCoster to adopt the Board of Public Works Meeting Minutes of June 2, 2025. All Ald. Voted aye. Motion carried. REPORTS OF STANDING AND SPECIAL COMMITTEES Operator (Bartender) Licenses. All Ald. Voted aye. Motion carried. REPORTS OF CITY OFFICERS Certified Survey Map Review-Parcel 322111500. Scott Andersen, agent, has submitted a certified survey map for the Van Epern Family Trust, owner, to create four lots from parcel 322111500. The Van Epern Family Trust would like to subdivide the existing parcel into four lots to accommodate three future developments and one right-of-way acquisition for the WisDOT improvement project. PRESENTATION OF ORDINANCES AND RESOLUTIONS Resolution 2025-5469 Resolution Authorizing the Issuance and Sale of $4,855,000 General Obligation Promissory Notes, Series 2025A. Motion by Moore, seconded by DeCoster to suspend the rules and waive the reading of Resolution 2025-5469 Resolution Authorizing the Issuance and Sale of $4,855,000 General Obligation Promissory Notes, Series 2025A. All Ald. voted nay. Motion carried. Moore and Ald. Antoine requested to bring the motorized vehicle ordinance to the Common Council. CLOSED SESSION Adjourn to Closed Session Pursuant to State Statute 19.85(1)(e) for deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session - Development Agreement 2024-PL-02 Central Block Development.
