FINANCE AND PERSONNEL COMMITTEE
A meeting of the Finance and Personnel Committee was called to order by Chair Penterman on
Tuesday, September 2, 2025, at 6:05 pm.
Members present: Mayor Penterman, DeCoster, Eggleston, Moore, and Schumacher.
Absent & Excused: Antoine
Also present: Ald. Kilgas, Ald. Thiel, Ald. Schell, Mayor Penterman, Attorney Greenwood, DPW/Eng.
Neumeier, Mark. and Com. Manager Fencl, Com. Enrich. and Rec. Director Vosters, Fin. Dir. Van
Rossum, Fire Chief Carrel, Police Chief Graff, HR Director Hodge (Zoom), Dir. of Plan. And Com. Dev.
Kittel, Library Director Thiem-Menning, and interested citizens.
Motion by Moore, seconded by Eggleston to excuse the absent member.
All Ald. Present voted aye.
Motion carried.
1. Correspondence.
None.
Mayor Penterman called for recess at 6:08 PM.
Mayor Penterman resumed meeting at 6:10 PM.
2. Discussion Topics.
a. 2026 People and Operational Planning Recommendations.
Finance Director Van Rossum provided an overview of the 2026 People and Operational Planning
Recommendations. Van Rossum discussed the 5 position requests and their priority order. Ald. Moore
recommended bringing the 2026 People and Operational Planning Recommendations before
Common Council for discussion. Alders also requested each position to include a job description.
Discussion held and questions answered.
Motion by Moore, seconded by Eggleston to allow non-committee members to speak.
All members present voted aye.
Motion carried.
Ald. Kilgas and Ald. Thiele provided their input on the 2026 People and Operational Planning
Recommendations.
b. Kaukauna Fire Department Restructure.
c. Adjourn to Closed Session pursuant to State Statute 19.85(1)(c) to discuss employment,
promotion, compensation, or performance evaluation data of any public employee - Fire
Department Restructure.
Motion by Moore, seconded by DeCoster to adjourn to Closed Session pursuant to State Statute
19.85(1)(c) to discuss employment, promotion, compensation, or performance evaluation data of any
public employee - Fire Department Restructure.
All members present voted aye.
Motion carried.
Moved to closed session at 6:41 PM.
d. Return to open session for possible action.
Motion by DeCoster, seconded by Eggleston to return to open session for possible action.
All members present voted aye.
Motion carried.
Returned to open session at 7:03 PM.
Motion by Moore, seconded by Eggleston to adjust the new Division Chief of Training to pay grade 24,
step B to an annual salary of $96,552.
All members present voted aye.
Motion carried.
3. Adjourn.
Motion by Moore, seconded DeCoster to adjourn.
All members present voted aye.
Motion carried.
