FINANCE AND PERSONNEL COMMITTEE A meeting of the Finance and Personnel Committee was called to order by Chair Penterman on Monday, November 17, 2025, at 6:20 pm. Members present: Mayor Penterman, Antoine, Eggleston, Moore, and Schumacher. Also present: Ald. Kilgas, Ald. Thiele, Attorney Greenwood, DPW/Eng. Neumeier, Fire Chief Carrel, HR Director Hodge (Zoom), Street Superintendent Van Gompel, Fin. Dir. Van Rossum, Dir. Of Plan. & Com. Dev. Kittel, and interested citizens. Motion made by Moore, seconded by Schumacher to excuse the absent member (DeCoster). All members present voted aye. Motion carried. 1. Correspondence. None. 2. Discussion Topics. a. Full-time backfill for retirement. Sgt. J. Treichel has submitted official notice for retirement, effective 2/18/2026. With the 2025 Staffing Plan, it was approved to utilize a +1 method to stay ahead of the upcoming retirements that were already anticipated to occur beginning in 2026 – 2030. Motion by Moore, seconded by Schumacher, to seek authorization from the Finance and Personnel Committee to recruit and hire to fill the vacancy. All members present voted aye. Motion carried. b. Ordinance 1940-2025 Ordinance Establishing Salaries for Various Elected Officials. Salaries for elected officials, including the Mayor and City Attorney, need to be established before December 1st, the earliest day nomination papers may be circulated preceding the election. The salaries are being established for the Mayor: $99,051.57 effective April 21, 2026 and $102,518.37 effective April 20, 2027; City Attorney: $118,560.28 effective May 1, 2026 and $122,709.89 effective May 1, 2027; and Municipal Judge: $13,531.59 effective May 1, 2026. The Municipal Judge’s salary can be adjusted annually. Discussion was also held regarding review of the salary for the Alders. Motion by Schumacher, seconded Moore to forward Ordinance 1940-2025 Ordinance for Establishing Salaries for Various Elected Officials to the Common Council for approval. All members present voted aye. Motion carried. 3. Adjourn. Motion by Antoine, seconded Eggleston to adjourn. All members present voted aye. Motion carried. Meeting adjourned at 6:39 pm.
