FINANCE AND PERSONNEL COMMITTEE A meeting of the Finance and Personnel Committee was called to order by Chair Penterman on Monday, January 19, 2026, at 6:54 pm. Members present: Mayor Penterman, Antoine, DeCoster, Eggleston, Moore, and Schumacher. Also present: Ald. Kilgas, Ald. Thiele, Ald. Schell, Attorney Greenwood, DPW/Eng. Neumeier, HR Director Hodge, Com. Enrich. and Rec. Dir. Vosters, Police Chief Graff, Associate Planner Nelson, Fin. Dir. Van Rossum, and interested citizens. 1. Correspondence. 2. Discussion Topics. a. Adjourn to Closed Session Pursuant to 19.85(1)(e) for deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session – 101 Oak Street. Motion by Moore, seconded by Eggleston to adjourn to Closed Session Pursuant to 19.85(1)(e) for deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session – 101 Oak Street. All members voted aye. Motion carried. Adjourned to closed session at 6:55 PM. b. Return to Open Session for possible action. Motion by Moore, seconded by DeCoster to return to open session. All members voted aye. Motion carried. Returned to open session at 7:20 PM. Motion by Moore, seconded by Antoine to forward the proposal from Hoffman Planning, Design & Construction on to Common Council for consideration to enter into negotiations for the Riverview Middle School Property Use and Feasibility Study. All members Voted aye. Motion carried. c. Adjourn to closed session pursuant to state statute 19.85 (c) considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility - Police Department. Motion by Moore, seconded by Schumacher to adjourn to closed session pursuant to state statute 19.85 (c) considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility - Police Department. All members voted aye. Motion carried. Adjourned to closed session at 7:22 PM. d. Return to Open Session for possible action. Motion by Moore, seconded by DeCoster to return to open session. All members voted aye. Motion carried. Returned to open session at 7:42 PM. 3. Adjourn. Motion by Antoine, seconded Eggleston to adjourn. All members voted aye. Motion carried.
