LEGISLATIVE COMMITTEE
A meeting of the Legislative Committee was called to order by Chair Moore on Monday,
August 18, 2025, at 6:59 P.M.
Members present: Antoine, Moore, Schumacher, and Thiele.
Also present: Ald. Schell, Ald. Kilgas, Mayor Penterman, Attorney Greenwood, DPW/Eng.
Neumeier, HR Director Hodge, Mark. and Com. Manager Fencl, Com.
Enrich. and Rec. Director Vosters, Street Superintendent Van Gompel,
Fire Chief Carrel, Police Chief Graff, Library Director Thiem-Menning,
and interested citizens.

a. Building Hours at MSB and SPaR.
In May 2023, the City of Kaukauna implemented “Summer Hours” at the Municipal Services
Building (MSB) and Streets, Parks, and Recreation (SPaR) building. After three years of
“Summer Hours” the response from staff has been positive. Staff in eight departments were
surveyed on what hours they would prefer for their department.
The first option was, no change - Keep existing summer hours and regular office hours for the
remaining 9 months. The second option was to move to year-round office/business hours of
8am-4:30pm M-TH and Friday 8am-1:30pm. To accommodate reduced Friday hours, reduce
lunches to 30-minute M-TH, Friday no lunch break. The third option was move to year-round
office/business hours of 8am-4:30pm M-TH and Friday 8am-12pm, Doors and windows close
to the public at Noon on Friday, so staff have prep/quiet work time from 12pm-1:30pm. To
accommodate reduced Friday hours, reduce lunches to 30-minute M-TH, Friday no lunch break.
Discussion held and questions answered.
Motion by Moore, seconded by Thiele to allow Ald. Eggleston to ask a question.
All members voted aye.
Motion carried.
Motion by Moore, seconded by Thiele to allow Ald. Schell to ask a question.

Motion carried.
Mayor Penterman and City of Kaukauna staff were directed to gather resident input on current
summer hours and proposed hours and bring the discussion back at a future meeting.
3. Adjourn.
Motion by Antoine, seconded by Schumacher to adjourn.
All members voted aye.
Motion carried.
Meeting adjourned at 7:26 p.m.
