City Council Meeting Minutes

KELSO CITY COUNCIL January 21, 2025 6:00 PM REGULAR MEETING Mayor Anderson called the Regular Meeting of the Kelso City Council to order. Pastor Jay, from the Reign Church gave the invocation. Mayor Veryl Anderson led the flag salute. Councilmembers in attendance were Mike Karnofski, Veryl Anderson, Brian Wood, Jim Hill and Kim Lefebvre and Lisa Alexander. Keenan Harvey was absent. AGENDA APPROVAL: Upon motion by Councilmember Hill, seconded by Councilmember Alexander. `Approve the agenda as presented.' Motion passed, all voting yes. MINUTES: Upon motion by Councilmember Alexander, seconded by Councilmember Hill, `Approve the Minutes of the January 7, 2025 Regular Meeting.' Motion passed, all voting yes. PRESENTATION: Gordon Thomas Honeywell Government Relations: Kelso's Lobbying Consultant Josh Weiss provided a brief update, via Zoom, on the current legislative session. Discussion followed. CITIZENS BUSINESS: One Citizen from the audience spoke. CONSENT AGENDA: • Auditing of Accounts $3,679,947,59 • Contract Closeout - 602404 - Allen Street Emergency Repairs, • Contract Closeout - 582406 - 2024 Guardrail Repairs • Contract Closeout - 582310 - Vista Haussler Paving Repairs Upon motion by Councilmember Lefebvre, seconded by Councilmember Hill. `Approve the consent agenda as presented.' Motion passed, all voting yes. COUNCIL BUSINESS: Contract Award — Planning Consultant Agreement with TRJ Planning: Community Development Director/City Engineer Mike Kardas briefed the council. Discussion followed. Upon motion by Councilmember Wood, seconded by Councilmember Lefebvre, `Approve the contract with TRJ planning for another two years and authorize the City Manager to enter into the contract.' Motion carried, all voting yes. ACTION ITEMS: Ordinance (1st Reading) Amending KMC 13.10 Stormwater Utility: The Deputy Clerk read the proposed ordinance by title only. Motion passed, all voting yes. Ordinance (1st Reading) Repealing Previous Stormwater Rate Ordinances 2025- 2030: The Deputy Clerk read the proposed ordinance by title only. Upon motion by Councilmember Hill, seconded by Councilmember Karnofski, "Pass on the first reading.' AN ORDINANCE OF THE CITY OF KELSO, WASHINGTON REPEALING PORTIONS OF ORDINANCE 16-3881 AND 18-3909 AND FIXING STORMWATER RATES TO BE CHARGED BY THE CITY OF KELSO FOR STORMWATER DRAINAGE MANAGEMENT AND FOR STORMWATER CAPITAL RECOVERY FEES.' Councilmembers Hill, Anderson, Karnofski, Lefebvre and Wood voted yes. Councilmember Alexander voted no. Motion passed, 5 to 1. Ordinance No. 25-4019 Adopting Garbage Rates for 2025-2030: The Deputy Clerk read the proposed ordinance by title only. Upon motion by Councilmember Hill, seconded by Councilmember Wood. `Pass on the second reading, `AN ORDINANCE OF THE CITY OF KELSO AMENDING THE RATES TO BE CHARGED BY THE CITY OF KELSO FOR FURNISHING GARBAGE SERVICES EFFECTIVE JANUARY 1, 2025.' Councilmembers Karnofski, Lefebvre, Anderson, Hill and Wood voted yes. Councilmember Alexander voted no. Motion passed, 5 to 1. MANAGER'S REPORT: Andrew Hamilton: 1) Reported on various meetings he attended. 2) Informed council that Councilmember Keenen Harvey and Public Works Manager Devin Mackin traveled to Washington D.C. to attend the presidential inauguration. STAFF REPORTS: Finance Director/City Clerk Brian Butterfield: Absent. City Attorney Janean Parker: No report. Community Development Director/City Engineer Mike Kardas: Reported the contracts for the Hazel Street Overcrossing project have been signed and construction is expected to begin in March 2025.
