KELSO CITY COUNCIL February 18, 2025 6:00 PM REGULAR MEETING MANAGER'S REPORT: Andrew Hamilton: Reported on various meetings he attended. STAFF REPORTS: Finance Director/City Clerk Brian Butterfield: No report. City Attorney Janean Parker: No report. Community Development Director/City Engineer Mike Kardas: Absent. Public Works Manager Devin Mackin: Informed the Council about how Public Works plans to address the impending inclement weather. Chief Rich Fletcher: No report. COUNCIL REPORTS: Lisa Knight Alexander: Reported on various meetings she attended. Brian Wood: No report. Kim Lefebvre: No report. Jim Hill: No report. Keenan Harvey: No report. Mike Karnofski: Reported on various meetings events he attended. Veryl Anderson: Reported on various meetings she attended and upcoming local events. EXECUTIVE SESSION: At 7:24 PM, Mayor Anderson announced that the Council would adjourn into executive session to discuss potential litigation, RCW 42.31.1101(I). The session was estimated to last until 7:29 with no action taken. The City Attorney was present. • At 7:29 PM, the Council extended the session until 7:34 PM. • At 7:34 PM, the Council reconvened into regular session. MAYOR CITY CLERK 2 KELSO CITY COUNCIL February 18, 2025 6:00 PM REGULAR MEETING Mayor Anderson called the Regular Meeting of the Kelso City Council to order. Pastor Jay, from the Reign Church gave the invocation. Mayor Veryl Anderson led the flag salute. Councilmembers in attendance were Mike Karnofski, Veryl Anderson, Brian Wood, Jim Hill and Kim Lefebvre and Lisa Alexander and Keenan Harvey. AGENDA APPROVAL: Upon motion by Councilmember Harvey, seconded by Councilmember Wood. `Approve the agenda as presented, with the addition of a proclamation.' Motion passed, all voting yes. MINUTES: Upon motion by Councilmember Harvey, seconded by Councilmember Karnofski, `Approve the Minutes of the February 4, 2025 Regular Meeting.' Councilmembers Anderson, Karnofski, Lefebvre, Harvey, Alexander voted yes. Councilmember Hill voted no. Motion passed, 6 to 1. PROCLAMATION: Mayor Anderson read a proclamation declaring the month of February as "Teen Dating Violence Month' in the City of Kelso. PRESENTATION: Kelso Public Library: 2024 Annual Report: Library Director Erik Moser provided an overview of services and resources offered by the library along with 2024 statistics and future goals. CITIZENS BUSINESS: One Citizen submitted a comment to council but did not wish to speak at the meeting. CONSENT AGENDA: • Auditing of Accounts $2,124,099.29 Upon motion by Councilmember Harvey, seconded by Councilmember Karnofski. `Approve the consent agenda as presented.' Councilmembers Anderson, Karnofski, Lefebvre, Harvey, Alexander voted yes. Councilmember Hill voted no. Motion passed, 6 to 1. COUNCIL BUSINESS: Discussion Item with Possible Action: Humane Society: After lengthy discussion and upon motion by Councilmember Wood, seconded by Councilmember Lefebvre `Authorize the City Manager to execute a contract with the Humane Society of Southwest Washington with a cavoite that the maximum annual fee does not exceed $55,000 per year.' Councilmembers Wood, Lefebvre, Anderson, Hill and Karnofski voted yes. Councilmember Harvey and Alexander voted no. Motion passed 5 to 2. 1
