The funds have not transferred. The capital improvement projects have not yet been performed and are not intended to be funded by KCDC or the City during this fiscal year. The KCDC and City budgets were approved. However since these projects shall not be performed this year, KCDC and the City want the authorization to fund to be rescinded and the funds previously authorized but not yet transferred from KCDC to the CIP Account to remain in the KCDC account. IMMINENT CONSEQUENCES / BENEFIT TO COMMUNITY RECOMMENDATIONS To approve ATTACHMENTS • Resolution 2021-XX for Budget Amendment #1 Page 1 of 1 2021-08-17 KCDC Packet 9 of 19 RESOLUTION NO. 2021-XX A RESOLUTION APPROVING A BUDGET AMENDMENT NO. 1 TO THE KEMAH COMMUNITY DEVELOPMENT CORPORATION BUDGET FOR THE FISCAL YEAR 2020-2021; MAKING CERTAIN FINDINGS; AND CONTAINING CERTAIN PROVISIONS RELATING TO THE SUBJECT WHEREAS, the Kemah Community Development Corporation (the "KCDC"), deems it an urgent public necessity, and in the best interest of the citizens of the City of Kemah to amend the KCDC Budget for the Fiscal Year 2020-2021 by adopting this Budget Amendment #1, and filing such amendment for Council consideration and adoption. WHEREAS, KCDC had a budgeted item that was previously approved to transfer funds for Capital Improvement Projects for this fiscal year however circumstances have changed. The funds have not transferred. The capital improvement projects have not yet been performed and are not intended to be funded by either KCDC or the City during this fiscal year. The KCDC and City budgets were previously approved. However since these projects shall not be performed this year, KCDC wants to rescind prior authorization to fund the Capital Improvement Project Account, thereby keeping the funds in the KCDC General Revenues Account. NOW, THEREFORE, BE IT RESOLVED BY THE KEMAH COMMUNITY DEVELOPMENT CORPORATION, as follows: Section 1. The facts and opinions in the preamble of this Resolution are true and correct. Section 2. That Resolution No. 2021-XX is hereby adopted as Kemah Community Development Corporation Budget Amendment No.1, making an emergency amendment to the KCDC’s Budget for Fiscal Year 2020-2021 by rescinding the previous action and thereby not transferring funds from KCDC General Revenues Account to CIP. This action means that the 1,113,000 shall remain in the KCDC General funds. Therefore the following actions shall occur: • $1,113,000 into KCDC TRANSFER TO CAPITAL PROJECTS And • $1,113,000 into Capital Projects ROAD IMPROVEMENTS expenditure line item Section 3. The City Secretary is hereby directed to present an ordinance to the City of Kemah for consideration and approval. If approved, she shall file a certified copy of the Ordinance with the Office of the County Clerk of Galveston County, Texas (See Sec 102.009 of the Texas Local Government Code). BACKGROUND OF KEMAH COMMUNITY DEVELOPMENT CORPORATION The purpose of the corporation is to encourage the retention of business enterprises within the City of Kemah and the promotion and development of new and expanded business enterprises, in order to promote and encourage economic growth of the City and the employment, welfare and prosperity of its citizens as provided by the Development Corporation Act of 1979, as amended. SCOPE OF WORK Performs a wide variety of administrative support functions for the KCDC; provides information and assistance to the public regarding the assigned programs; and performs related work as assigned. (See Exhibit A – Job Description) PROPOSAL REQUIREMENTS The Proposal is due by the referenced deadline or there will be no consideration under any exception granted to the KCDC. 1. Title Page – the title page shall show the proposal subject, the individual/firm’s name, address, contact person, along with a description of the candidate or company. 2. Cover Letter – The cover letter should briefly state the proposer’s understanding of the work to be performed, commitment to perform the work and statements as to why the proposer believes that they are the best qualified candidate to perform the engagement. The cover letter should also include a statement that the offer is irrevocable for 120 days. 3. Table of Contents FEES/ BILLING AND PAYMENT Identify the proposed annual fee and/or hourly fee and how it might increase or decrease over the following years should firm or person be selected. EVALUATION CRITERIA The below factors will be used when evaluating the proposals. SUPERVISION RECEIVED AND EXERCISED Receives direction from the City Administrator and KCDC President and/or Board. Exercises no supervision. T ESSENTIAL FUNCTION STATEMENTS – Essential duties may include, but are AF not limited to, the following: 1. Provides administrative assistance in support of the Kemah Community Development Corporation program. 2. Participates in the preparation of the KCDC budget; maintains and monitors D appropriate budgeting controls; authorizes routine fund expenditures with KCDC approval. R 3. Collects, compiles and analyzes information from various sources on a variety of specialized topics related to KCDC; prepares a variety of reports including statistical and narrative reports; and makes presentations on KCDC issues and/or updates. 4. Monitors KCDC purchasing activities; financial records, receipts and invoices and provides them to the Finance Director. Also assists the Finance Director in preparing the economic development program budget; develop budgetary plans and controls in order to facilitate economic development programs and activities. 5. Prepares a variety of correspondence, documents and forms for assigned projects; coordinates and prepares agendas and reports; provides clerical support including typing, filing, and compiling statistics; and prepares and maintains reports, records, logs, and other essential documents. 6. Coordinates and maintains the schedule for KCDC: arranging meetings, T appointments and conference calls, reserving meeting rooms, and making travel arrangements; and maintains calendar for KCDC. AF 9. Ensures all KCDC meetings comply with the Texas Open Meetings Act (Government Code, Chapter 551); transcribes minutes of KCDC meetings; and maintains all pertinent records. 10. Coordinates Economic Development efforts with regional partners such as Bay Area Houston Economic Partnership, The Clear Lake Area Chamber of Commerce, and others. D 11. Assist with and maintain current economic development and tourism information, post R meeting agendas and minutes, and any other materials on the City’s website (in conjunction with other City staff). 12. Develop and implement plans to identify and market the city and establish superior brand recognition in the marketplace. 13. Conduct and manage special projects; work with outside agencies and professional consultants as necessary; act as an advisor to city municipal boards and other organizations. Assist with RFP’s for projects. 14. Interact with area chambers of commerce and similar groups to promote Kemah businesses; represent the City at chamber/city organizations. 15.
