BOARD OF PUBLIC WORKS AND SAFETY COUNCIL CHAMBERS SEPTEMBER 14, 2021-8:30 A.M. Roll call was answered by Mayor SuzAnne Handshoe and Chairman Jim Dazey and Board Member Don Gura. Others present were: Kevin Dressler, Brian, Shawna, and Kelsey Strange, Wade Hale, Steve Garbacz- KPC, Lance Waters, Matt Riehm, Mark Schultz, Ryan Alwine, Dawn McGahen, Cindy Marple, and Scott Derby. Pledge of Allegiance The Pledge of Allegiance was recited by all in attendance. Minutes The minutes of August 24, 2021 Board of Public Works and Safety meeting were presented for approval. Board Member Don Gura made a motion to approve the minutes with a second by Mayor SuzAnne Handshoe. The motion passed 2 ayes-0 nays. Petitions or Comments No petitions or comments were given. Mayor Oath of Office Street Superintendent Mayor SuzAnne Handshoe led Brian Strange in his Oath of Office as Street Superintendent effective Monday September 20, 2021. Application for use of public facilities- Trick or Treat on Main Street Kristen Johnson submitted an application for use of public facilities for Trick or Treat on Main Street on October 30, 2021 starting at 9:30 A.M. This event will start at 10:00 A.M. and is a curbside pick up of Halloween treats for families. The event will take place on Main Street in front of City Hall (from Williams to Rush Streets). Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Park Hiring Facilities Supervisor Park Director Dawn McGahen requested permission to hire Ryan Alwine as the Facilities Supervisor for the Kendallville Park Department effective Monday September 20, 2021. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Police Parking Request Chief of Police Lance Waters submitted a letter requesting that ten parking spaces in the public lot behind City Hall be specified as City Employee/ City Vehicles Parking. Attached to the letter was a map of the spaces that were highlighted. Only Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. Chairman Jim Dazey asked Chief Waters to talk to the East Noble School Corporation and Jansen’s Family Dentistry and notify them of the changes. The motion passed 2 ayes – 0 nays. Street Request to purchase Bobcat Track Loader Street Superintendent Ryan Alwine requested authorization to purchase a T76 T4 Bobcat Compact Track Loader in the amount of $56,152.00 from Bobcat of Fort Wayne. Ryan Alwine stated that the reason they use Bobcat is because they offer an annual rollover program. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Request to purchase Bobcat Excavator Street Superintendent Ryan Alwine requested authorization to purchase an E35 25 HP R2- Series Bobcat Compact Excavator in the amount of $46,785.00 from Bobcat of Fort Wayne. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Request to purchase Truelove Bros. Skid Loader Street Superintendent Ryan Alwine requested authorization to purchase a skid loader and exchange for the price of $5,789.36 from Truelove Bros. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. WWTP Sewer adjustment request- Sunset Park The Kendallville Park and Recreation Department requested a sewer adjustment of $647.28 from the water bill for Sunset Park located at 400 Drake Road. After an inspection there were no leaks found and it was confirmed no water went down a drain. Board Member Don Gura made a motion to with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Blow Motor repair Superintendent Mark Shultz requested authorization to have Precision Electric, Inc. repair the blow motor in the amount of $9,794.10. The payment for this will come from account 606004620.000. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. Mayor SuzAnne Handshoe asked Mark Schultz to write a letter to the manufacturer to inform them of the breakdown of the four year old pump. The motion passed 2 ayes – 0 nays. The July Financial Report was presented for review. Water The July Revenue/Expense Report was presented for review. Employee Transfer- Creech Superintendent Scott Mosley submitted a letter requesting that WWTP Employee Norman Creech transfer to the Water Department. Norman submitted an application to transfer within the open application time for the Heavy Equipment- Distribution Operator position. Norman will start at the Water Department on Monday September 27, 2021. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays.
