BOARD OF PUBLIC WORKS AND SAFETY COUNCIL CHAMBERS APRIL 26, 2022-8:30 A.M. Opening Bids for Park Roof- Bids Opened in Order Received 1. A.E.R.S.- $59,500.00 Board Member Don Gura made a motion to take the bids under advisement and award at the next BOW meeting on May 10, 2022 with a second by Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Roll call was answered by: Mayor SuzAnne Handshoe, Chairman Jim Dazey, and Board Member Don Gura. Others present were: Steve Garbacz- KPC News, Ken Dressler, Mark Schultz, Brian Strange, Scott Derby, Jeremy McKinley, Lance Waters, Wade Hale, Dawn McGahen, Cindy Marple, and Katie Ritchie. Pledge of Allegiance The Pledge of Allegiance was recited by all in attendance. Minutes The minutes of the April 12, 2022 Board of Public Works and Safety meeting were presented for approval. Board Member Don Gura made a motion to approve the minutes with a second by Mayor SuzAnne Handshoe. The motion passed 2 ayes-0 nays. Petitions or Comments No petitions or comments were given. Mayor Application for use of Public Facilities- Fairy, Gnome, and Troll Festival Kristen Johnson submitted an application for use of public facilities for the Gnome and Fairy Festival on May 21, 2022 from 10:00 A.M. – 2:00 P.M. This will take place on Main Street between Mitchell and Rush Streets. They are wanting to have horse drawn carriage rides but there was some confusion where the route would be. Board Member Don Gura made a motion to table until the next meeting with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Application for use of Public Facilities- Concert in the Park Kristen Johnson submitted an application for use of public facilities for the Concert in the Pocket Park on July 23, 2022 from 6:00- 8:00 P.M. This will take place in the Pocket Park. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Application for use of Public Facilities- Chalk It Up Chief of Police Lance Waters submitted an application for use of public facilities to support sexual assault awareness support. This will take place at the Pocket Park on Thursday April 28, 2022 at 1:00 P.M. Chief Waters explained they will write a message on the sidewalk in support of sexual awareness. Mayor SuzAnne Handshoe requested that they use the sidewalk right beside the Pocket Park or sidewalk in front of City Hall for their message as the ribbon cutting is for the pocket park on Saturday April 30, 2022. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Application for use of Public Facilities- KPD Memorial Service Chief of Police Lance Waters submitted an application for use of public facilities for the Police Memorial Service/ Wreath Service on May 13, 2022 at 1:00 P.M. in the pocket park. Mayor SuzAnne Handshoe made a motion to approve with a second from Board Member Don Gura. The motion passed 2 ayes – 0 nays. Engineering Awarding Parking Lot in 100 block of South Orchard Street Administrative Engineer Scott Derby presented the only bid received for the paving of the parking lot and alley in block of 100 South Orchard Street. The total bid from Niblock was in the amount of $177,955 (RDC-$148,485.00 & City- $29,470.00). The RDC has awarded the bid pending BOW approval on the City portion. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. CMP Replacement- Oak Street at Bixler Lake Ditch Administrative Engineer Scott Derby presented supporting documentation that shows the collapse of the CMP (corrugated metal pipe) within the Bixler Lake Ditch on State Street near the Park Department Youth Center. Derby is estimating a total cost for the project to be around $66,300.00. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Drake Road Phase 2- Design Invoice #13- add on Administrative Engineer Scott Derby requested authorization to pay A&Z Engineering in the amount of $15,128.25 ($12,102.60 Federal & $3,025.65 Local) Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Fire Job Descriptions Fire Chief Jeremy McKinley presented the Board with updated job descriptions for each position for the Fire Department. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Police Request to Purchase Uniforms for Newly Hired Building Code Enforcement Officer Chief of Police Lance Waters requested authorization to purchase uniforms for the newly appointed Code Enforcement Officer. The purchase will not exceed $400.00. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. WWTP Vactor Truck Report Superintendent Mark Schultz requested authorization to pay invoice INV12821 to Brown Equipment Company for the emergency repair to the vactor truck in the amount of $10,333.10. This invoice will be paid from account 6201002650.050. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Chemical Supplier, Wade Hale, approached the board and gave them a brief explanation as to why there has been a lingering odor coming from the WWTP. Water Award Krueger Street Rehabilitation Project Superintendent Scott Mosley requested approval be awarded to Fedewa Inc. for the Krueger Street Rehabilitation Project in the amount of $190,740.00 as they were the lowest bid. Fedewa Inc. is registered as a prequalified contractor with Dixon Engineering Firm as well. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Motion to Adjourn Board Member Don Gura made a motion to adjourn the meeting.
