BOARD OF PUBLIC WORKS AND SAFETY COUNCIL CHAMBERS MAY 24, 2022-8:30 A.M. Roll call was answered by: Mayor SuzAnne Handshoe, Chairman Jim Dazey, and Board Member Don Gura. Others present were: Steve Garbacz- KPC News, Scott Mosley, Wade Hale, Mark Schultz, Lance Waters, Chad McKinley, Katie Ritchie, and Cindy Marple. Pledge of Allegiance The Pledge of Allegiance was recited by all in attendance. Minutes The minutes of the May 10, 2022 Board of Public Works and Safety meeting were presented for approval. Board Member Don Gura made a motion to approve the minutes with a second by Mayor SuzAnne Handshoe. The motion passed 2 ayes-0 nays. Petitions or Comments No petitions or comments were given. Mayor Application for use of Public Facilities- Crosspointe Family Church Annual Car Show Pastor Richard Secor submitted an application for use of public facilities for the Crosspointe Church Family Car Show. This event will be held on Sunday July 3, 2022 from 8:00 A.M. through 3:00 P.M. The car show will be held at the Church’s address 205 High Pointe Crossing in Kendallville. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Clerk Wage Adjustment Clerk Treasurer Katie Ritchie requested authorization to give Accounts Payable Clerk Sherri Knisely a wage adjustment as she has successfully completed her 90 days. Her wage will be taken to $19.72/ hr. effective May 23, 2022. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Authorization to Hire Accounts Receivable Clerk Clerk Treasurer Katie Ritchie requested authorization to hire Amanda Baker as Accounts Receivable Clerk effective Tuesday May 31, 2022. Amanda will be starting at $19.00/hr. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Engineering Drake Road Phase 1- Preliminary Engineering Invoice #37 Administrative Engineer Scott Derby requested authorization to pay A&Z in the amount of $11,900.21 (federal $99,520.17 & local $2,380.04) Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Supplemental Agreement #2- Drake Road/ Phase 1- add on Administrative Engineer Scott Derby presented supplemental agreement #2 for Drake Road Phase 1. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Supplemental Agreement #1- Drake Road/ Phase 2- add on Administrative Engineer Scott Derby presented supplemental agreement #1 for Drake Road Phase 2. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Police Wage Adjustment Chief of Police Lance Waters requested authorization to give Code Enforcement Officer Matthew Riehm a wage adjustment to $25.00/ hr. effective May 16, 2022. Matt is now enforcing city codes for the entire City of Kendallville as before he was only sharing half with the previous Code Enforcement Officer. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. WWTP The April Activity Report was presented for review. The April Financial Report was presented for review. Sewer Adjustment Request- 1103 Town Street Linda Heart, property owner of 1103 Town Street requested a sewer adjustment for water that did not go down a drain. Wastewater Employee Trevor Hampshire did verify and recommend the adjustment be made for $142.49. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Water The April Revenue/ Expense Report was presented for review. Wage Adjustment Water Superintendent Scott Mosley requested a wage adjustment for Nathaniel Nickles taking him to $24.26/ hr. effective May 23, 2022. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Request to Purchase Inclimate Weather Gear Water Superintendent Scott Mosley requested authorization to purchase inclimate weather and safety gear for the 2022 year. The purchase includes reflective traffic vests, winter and fall reflective jackets, insulated water proof waders, and muck boots. The purchase of all the gear will not exceed $2,956.94 and will be paid from account 6101005675.000. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Motion to Adjourn Board Member Don Gura made a motion to adjourn the meeting.
