BOARD OF PUBLIC WORKS AND SAFETY COUNCIL CHAMBERS APRIL 25, 2023-8:30 A.M. Open Quotations: Street Light Circuit Update/ Northwest Area 1. Shambaugh & Son: $89,844.00. For additional wiring $15.00/ For addition concrete pole $1,200.00 Board Member Don Gura made a motion to take the bid under advisement with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Roll call was answered by: Mayor SuzAnne Handshoe, Chairman Jim Dazey, and Board Member Don Gura. Others present were: Scott Mosley, Scott Derby, Wade Hale, Patrick Howell, Dawn McGahen, Lance Waters, Cindy Marple, Brian Strange, Kristen Johnson, Steve Garbacz- KPC, Jeremy McKinley, and Lisa Gulick. Pledge of Allegiance The Pledge of Allegiance was recited by all in attendance. Minutes Board Member Don Gura made a motion to approve the Board of Works minutes from the April 11, 2023 meeting with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Petitions No petitions or comments were given. Mayor Preserving Main Street- Review Architects Recommendations Board Member Don Gura made a motion to approve the architect’s recommendations for bid packages two and three with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays Application for Use of Public Facilities- Fairy, Gnome, and Troll Festival/ Carriage Rides Kristen Johnson submitted an application for use of public facilities for the Fair, Gnome, and Troll Festival on Saturday May 20, 2023 from 8:00 A.M. to 3:00 P.M. on Main Street from Mitchell to Rush Streets and West Rush to the alley. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Application for Use if Public Facilities- Party in the Park/ Trinity Church- tabled Authorization to Enter Contract Mayor SuzAnne Handshoe requested authorization to sign a contract with Priority Project Resources for the Preserving Main Street Project. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Mayor SuzAnne Handshoe read the Arbor Day Proclamation Clerk-Treasurer Awarding of Vactor Loan Clerk Treasurer Katie Ritchie recommended awarding the 2023 Vactor Loan to Farmers and Merchants Bank with an interest rate of 3.7%. Board Member Don Gura made a motion to approve the loan with a five year term with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Engineering The Drake Road Phase 2 Status Report was presented for review. Fire Request for Employee Pay Increase-Isaacs Fire Chief Jeremy McKinley requested authorization to give Robert Isaacs his fourth and final six-month evaluation wage adjustment of $500.00/year effective on April 3, 2023. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Police Request for Authorization for Hire of Probationary Officer: Jordan Fought Chief of Police Lance Waters requested authorization to present a conditional offer of employment to Jordan Fought pending his signing and authorizing the City of Kendallville employment agreement. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. WWTP Request to Wet Engineering Interim Superintendent Pat Howell requested authorization to pay invoice 10023-4 in the amount of $9,770.00 to Wet Engineering. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Sewer Adjustment Request/ 314 Alamosa Drive David Marty resident of 314 Alamosa Drive requested a sewer adjustment of $206.28 for water that did not go down a drain. Marty said that an outdoor spigot was left on. WWTP employee Trevor Hampshire verified that the water did not go down a drain and recommended an approval. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Sewer Adjustment Request/ 904 W. North Street Matthew Mullins owner of 904 W. North Street requested a sewer adjustment of $112.87 for water used that did not go down a drain. A hose between that building and another was left on. WWTP Employee Trevor Hampshire verified that the water did not go down a drain and recommended an approval for adjustment. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Sewer Adjustment Request/ 316 McIntosh Ave. Alissa Rhodes resident of 316 McIntosh Ave. requested a sewer adjustment of $817.48 for water that did not go down a drain. Rhodes said that an outdoor spigot was left on. WWTP employee Trevor Hampshire verified that the water did not go down a drain and recommended an approval. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Sewer Adjustment Request/ 452 Sherman Street Brandi Randoll resident of 452 Sherman Street requested a sewer adjustment of $179.33 for water that did not go down a drain. Randoll said that an outdoor spigot was broken. WWTP employee Trevor Hampshire verified that the water did not go down a drain and recommended an approval. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Water The March Revenue/Expense Report was presented for review.
