BOARD OF PUBLIC WORKS AND SAFETY COUNCIL CHAMBERS MAY 23, 2023-8:30 A.M. Bid Opening: Street Light Circuit Update- Northwest Area 1. Michiana Contracting- Lump Sum $157,500.00/ a. $30.00/ linear sq. ft., b. $950.00 each concrete pole base Board Member Don Gura made a motion to take the bid under advisement with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Roll call was answered by: Mayor SuzAnne Handshoe, Chairman Jim Dazey, and Board Member Don Gura. Others present were: Katie Ritchie, Lance Waters, Cindy Marple, Kristen Johnson, Pat Howell, Scott Derby, Scott Mosley, and Jeff Weaver. Pledge of Allegiance The Pledge of Allegiance was recited by all in attendance. Minutes Board Member Don Gura made a motion to approve the Board of Works minutes from the May 9, 2023 meeting with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Petitions Chief of Police Lance Waters thanked everyone for a fantastic turn out for the Gnome and Fairy Festival from the past weekend. Mayor Application for Use of Public Facilities- Kendallville Car Show Kristen Johnson submitted an application for the use of public facilities for the Kendallville Car Show that will take place on Saturday September 9, 2023 from 12:00 P.M. to 6:00 P.M. on Main Street between Mitchell & Diamond Streets, and each side street in between to the alley. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Engineering Award Street Light Circuit Update- Northwest Area Administrative Engineer Scott Derby asked that the awarding be tabled. Board Member Don Gura made a motion to table with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Street Light Circuit Update- Northwest Area: Material Cost Request Administrative Engineer Scott Derby asked that the request be tabled. Board Member Don Gura made a motion to table with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. 2023 Street Improvements (2022-1 CCMG): Change Order #1- Final Administrative Engineer Scott Derby submitted change order #1 from Pulver Asphalt Paving in the access amount of $9,925.85. This will bring the total project cost to $813,063.75. Clerk Treasurer Katie Ritchie said that there was already enough budgeted for the project to take care of the additional cost. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Police Request to Pay Insight Chief of Police Lance Waters requested authorization to pay Insight $6,381.12 for the GETAC video storage contract. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. WWTP New Hire- Tiffany Cox Interim Superintendent Patrick Howell requested authorization to hire Tiffany Cox to fill the vacant second shift plant operator position at the WWTP. She will be starting on Tuesday March 30, 2023 with a starting wage of $19.50/ hour pending a passing drug test. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Wet Environmental Compliance Plan Project Invoice Interim Superintendent Patrick Howell requested authorization to pay invoice 10023-903 to Wet Environmental in the amount of $46,800.00. This invoice will be paid from account 6201003631.000. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Wet Environmental April Services Invoice Interim Superintendent Patrick Howell requested authorization to pay invoice 10023-5 to Wet Environmental in the amount of $5,700.00. This invoice will be paid from account 6201003631.000. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. The April 2023 Financial Report was presented for review. The April 2023 Activity Report was presented for review. Water The April 2023 Revenue/Expense Report was presented for review.
