BOARD OF PUBLIC WORKS AND SAFETY COUNCIL CHAMBERS AUGUST 8, 2023-8:30 A.M. Roll call was answered by: Mayor SuzAnne Handshoe, Chairman Jim Dazey, and Board Member Don Gura. Others present were: Katie Ritchie, Susan Jansen, Kristen Johnson, Amy Ballard, Scott Derby, Brian Strange, Patrick Howell, Doug Davis, Jeremy McKinley, Cindy Marple, Janet Smith- via phone, Dan Schenkel, and Andy Foster. Pledge of Allegiance The Pledge of Allegiance was recited by all in attendance. Minutes Board Member Don Gura made a motion to approve the Board of Works minutes from the July 25, 2023 meeting with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Petitions No petitions or comments were given. Mayor Pocket Park Dedication Approval Susan Jansen and Mayor Handshoe announced the Pocket Park’s new name as Founders Park. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Request for Use of Public Facilities- Apple Tree Center Amy Ballard submitted an application for the use of public facilities for a food truck neighborhood event located at 500 E. Mitchell Street. This will require a road closure on Mitchell Street from Riley to Sheridan Street on Tuesday September 26, 2023 from 4:00 P.M. – 8:30 P.M. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Request for Use of Public Facilities- Vintage Market Kristen Johnson submitted an application for the use of public facilities for the Vintage Market in Downtown Kendallville on October 7th and 8th. This event will require Main Street to be closed from Mitchell to Rush Streets all weekend ending Sunday at 7:00 P.M. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Request for Use of Public Facilities- Trick or Treat on Main Kristen Johnson submitted an application for the use of public facilities for Trick or Treat on Main Street on Saturday October 28, 2023 from 10:00 A.M.- 11:00A.M. This event will not require any road closures but will have an estimated 300-500 people walking downtown. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Request for Use of Public Facilities- Halloween Lantern Parade Kristen Johnson submitted an application for the use of public facilities for the Halloween Lantern Parade that will take place on Saturday October 28, 2023 from 6:30 P.M. to 8:30 P.M. This will require from the CLC north on Riley to Mitchell, west to Main Street, south to Diamond Street, and north on Riley back to the CLC to be closed. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Request for Use of Public Facilities- Christmas Tree Lighting & Carriage Rides Kristen Johnson submitted an application for the use of public facilities for the Christmas Tree Lighting & Carriage Rides event on Thursday November 30, 2023 at 6:00 P.M. at Founders Park. This event will not require any road closures. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Clerk-Treasurer Resolution 2-23/ Setting Wastewater Adjustments Clerk Treasurer, Katie Ritchie, presented BOW Resolution 2-23. Chairman Jim Dazey read Resolution 2-23 in its entirety. Administrative Engineer, Scott Derby, recommended that the wording be changed to “deems it appropriate” instead of necessary. Board Member Don Gura made a motion to approve with the word changing with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Engineering Friendly Village Citizen Safety Request Administrative Engineer Scott Derby submitted a petition from Friendly Village Subdivision of residents who are in favor of speed bumps put on streets to slow traffic down as there are multiple kids out playing. Mr. Derby called citizen, Janet Smith, who submitted the request and offered a solution of first trying speed detecting signs with lights and a heavier police presence. The Board and Ms. Smith agreed that was a good first step. Drake Road Phase 1 Inspection- Invoice #6 Administrative Engineer Scott Derby requested authorization to pay invoice #6 to A&Z Engineering in the amount of $32,504.00 (local $6,500.80 & federal $26,003.20). Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Drake Road Phase 2 Design- Invoice #27 Administrative Engineer Scott Derby requested authorization to pay invoice #27 to A&Z Engineering in the amount of $18,227.40 (federal $14,581.92 & local $3,645.48). Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Kendallville Façade Project Package #3- Sidewalk and Parking Space Closure Request Dan Schenkel from Schenkel Construction approached the Board and requested permission to close 2 parking spaces and the sidewalk sections to accommodate the work being done at 101 N. Main Street. The closures would take anywhere from two to four months depending on work schedule but could also be opened when work wasn’t being done. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Inspiration Ministries 112 S. Main Street- Sidewalk and Parking Space Closure Andy Foster from Inspiration Ministries approached the Board and requested authorization to close a couple parking spaces in front of the building from August 21st – September 8, 2023. Mr. Foster said that he is planning to be finished before the date above. Administrative Engineer Scott Derby asked that a screen or filter of sort be placed over the storm drain. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Parking Spot Creation in front of 231 S. Main Street Kristen Johnson approached the Board and asked the Board if the business put large planters around the perimeter of the lot (blocking off the parking lot to create a green space) if the City would consider putting two or three parking spots in front. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Street Request to Purchase Work Machine from Bobcat Street Superintendent Brian Strange requested authorization to purchase a Utility Work Machine from Bobcat in the amount of $70,021.00. With this purchase the Street Department will be able to trade in and get a new one every year. The money for this purchase will come from the 2201 equipment fund. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays.
