Roll call was answered at 8:31 A.M. by: Mayor Lance Waters, Chairman Don Gura, and Board Member Tara
Streb.
Others present were: Katie Ritchie, John Dixon, Scott Mosley, Scott Derby, Patrick Howell, Kristen Johnson,
Dave Lange, Brian Strange, Sheryl Prentice- KPC, and Cindy Marple.

Minutes
Board Member Tara Streb made a motion to approve the Board of Works minutes from the August 27, 2024
meeting with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.

Mayor
Application for Use of Public Facilities- Halloween Lantern Parade
Kristen Johnson submitted an application for the use of public facilities for the Halloween Lantern Parade that
will take place on Saturday October 26, 2024 from 6:30P.M. – 8:30 P.M. This event will take place from the CLC
north on Riley to Mitchell, west to Main Street, south on Main to Rush Street, and east on Rush Street back to the
CLC. Board Member Tara Streb made a motion to approve with a second from Mayor Lance Waters. The motion
passed 2 ayes – 0 nays.
Engineering
Drake Road Phase 1 Inspection- Invoice 18
Administrative Engineer Scott Derby requested authorization to pay invoice 18 in the amount of $21,528.00
(Federal $17,222.40 & Local- $4,305.60) to A&Z Engineering. Board Member Tara Streb made a motion to
approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Drake Road Phase 1 Inspection- Invoice 19
Administrative Engineer Scott Derby requested authorization to pay invoice 19 in the amount of $27,754.40
(Federal $22,203.52 & Local- $5,550.88) to A&Z Engineering. Board Member Tara Streb made a motion to
approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Drake Road Phase 2 Design- Invoice 36
Administrative Engineer Scott Derby requested authorization to pay invoice 36 in the amount of $9,321.62 to
A&Z Engineering. This invoice will be paid fully from the local match. Board Member Tara Streb made a
motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Drake Road Phase 2 Design- Invoice 37
Administrative Engineer Scott Derby requested authorization to pay invoice 37 in the amount of $15,657.33 to
A&Z Engineering. This invoice will be paid fully from the local match. Board Member Tara Streb made a
motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Drake Road Phase 2 Design- Invoice 38
Administrative Engineer Scott Derby requested authorization to pay invoice 38 in the amount of $3,403.57 to
A&Z Engineering. This invoice will be paid fully from the local match. Board Member Tara Streb made a
motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Wastewater
Wage Adjustment- Ashton Fuller
Superintendent Patrick Howell requested authorization to give Plant Operator Ashton Fuller a wage adjustment of
$1.20 an hour effective September 18, 2024. Board Member Tara Streb made a motion to approve with a second
from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Baker Tilly Invoice
Superintendent Patrick Howell requested authorization to pay invoice BTMA27654 to Baker Tilly in the amount
of $7,596.25. The invoice will be paid from account 6201008632.000 and is for maintenance help with the
WWTP budget. Board Member Tara Streb made a motion to approve with a second from Mayor Lance Waters.
The motion passed 2 ayes – 0 nays.
East Noble High School Sewer Adjustment
East Noble School Corporation requested a sewer adjustment for a leak that took place underground at the High
School. The total amount for the leak was $8,556.80. Superintendents Scott Mosley and Patrick Howell both
assured the Board that they helped try and find the leak with no luck and the school had to pay a company to
come in and find it and the leak was under-ground behind the concession stands. WWTP verified that none of the
water went down a drain. Due to BOW Resolution 3-23 they would be eligible to a 50% credit of $4,278.40
unless deemed appropriate. Mayor Lance Waters made a motion to approve the credit in full since the school did
everything in their power to make sure the leak was taken care of with a second from Board Member Tara Streb.
The motion passed 2 ayes – 0 nays.
Sewer Adjustment 548 Wood Street
Melissa Gudewicz, resident of 548 Wood Street, requested a sewer adjustment in the amount of $267.40 for water
that did not go down a drain. WWTP Employee, Trevor Hampshire, verified that the water did not go down a
drain as the kids were playing in the water hose. Board Member Tara Streb made a motion to approve with a
second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
MS4 Coordinator Title/ Recommendation
Superintendent Patrick Howell submitted an official job description for the MS4 Coordinator position. This title is
needed as the City of Kendallville holds an MS4 permit. Patrick told the Board that Sue McGee has been acting
MS4 Coordinator for three or four years now and hasn’t been compensated for it. Howell asked for the title to be
added to the 2025 salary ordinance with a $4,000.00/year stipend and would like to add this title to Sue McGee
along with her already Lab Technician title. Board Member Tara Streb made a motion to approve with a second
from Mayor Lance Waters.
Water
Filter 3-4 Upgrade
Superintendent Scott Mosley requested authorization to pay BL Anderson $15,750.00 for final programming
changes and start up for Iron Filters 3 & 4. Board Member Tara Streb made a motion to approve with a second
from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Motion to Adjourn
Board Member Tara Streb made a motion to adjourn the meeting. Chairman Don Gura adjourned the meeting at
8:47 A.M.
