BOARD OF PUBLIC WORKS AND SAFETY
COUNCIL CHAMBERS
JANUARY 13, 2026- 8:30 A.M.

Roll call was answered at 8:30 A.M. by: Mayor Lance Waters, Board Member Tara Streb and Chairman Don
Gura.
Others present were: Katie Ritchie, Scott Derby, Sheryl Prentice- KPC, Jeremy McKinley, Patrick Howell, Brian
Strange, Scott Mosley, Attorney Jacob Atz, Cindy Marple, Madeline Pritchett- Wessler Engineering, Kirk
Wanninger- Wessler Engineering, and John Dixon.

The Pledge of Allegiance was recited by all in attendance.
Minutes
Mayor Lance Waters made a motion to approve the Board of Works minutes from December 23, 2025, 11:30
A.M. meeting with a second from Board Member Tara Streb. The motion passed 2 ayes – 0 nays.

Clerk Treasurer
Request to pay Baker Tilly
Clerk Treasurer Katie Ritchie requested authorization to pay invoice BT3435235 to Baker Tilly in the amount of
$6,718.75. This is for accounting services from December 2025. This will be paid from the BOW Contractual
fund. Board Member Tara Streb made a motion to approve with a second from Mayor Lance Waters. The motion
passed 2 ayes – 0 nays.
Engineering
Award January 2026 Traffic Control Signs
Administrative Engineer Scott Derby recommended awarding the following lowest quotes:
Part 1 Signs- Stello Products, Inc. $2,972.80
Part 2 Posts & Appurtenances- Newman Signs, Inc. $2,252.73
Part 3 Traffic Cones- Newman Signs, Inc. $978.15
Board Member Tara Streb made a motion to approve with a second from Mayor Lance Waters. The motion
passed 2 ayes – 0 nays.
Request to Pay A&Z Engineering- Add On
Administrative Engineer Scott Derby requested authorization to pay A&Z Engineering in the amount of
$4,660.00 for updating the ADA Plan for the city. Board Member Tara Streb made a motion to approve with a
second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Park
Request to Hire
Park Director Dawn McGahen requested authorization to hire David Herron from the Street Department for the
internal job opening. David’s first day with the Park Department will be Monday January 19, 2026. David’s
starting wage will be $25.55 an hour. Board Member Tara Streb made a motion to approve with a second from
Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
WWTP
Lift Station Alarm System
Superintendent Patrick Howell requested authorization to pay Omnisite $6,060.00 for an annual wireless alarm
system service on all 15 lift stations. Mayor Lance Waters made a motion to approve with a second from Board
Member Tara Streb. The motion passed 2 ayes – 0 nays.
Water
The December Revenue/ Expense Report was presented for review.
Lead Service Line Replacement: Phase 1 Evaluation of Bids- Add On
Madeline Pritchett from Wessler Engineering presented the bid tabulations from the Lead Service Line
Replacement Phase 1 project. The lowest bidder, KLS Underground, Inc., gave a quote of $2,905,800.00,
however the bid documents were not complete and were missing the following:
1. Evidence of authority to do business in Indiana
2. Certification of prequalification with IDOA or INDOT
3. Good faith efforts worksheet
4. SRF Attachment I
5. SRF Attachment M
6. SRF Attachment N
The second lowest bidder was National Industrial Maintenance, Inc. Their bid was $3,274,325.00 and all
documents were accounted for. Board Member Tara Streb made a motion to award the project to National
Industrial Maintenance with a second by Mayor Lance Waters. Mayor Waters told the audience this decision is
due to KLS not submitting all documents required for the bidding process. The motion passed 2 ayes – 0 nays.
Motion to Adjourn
Board Member Tara Streb made a motion to adjourn the meeting. Chairman Don Gura adjourned the meeting at
8:46 A.M.
